Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Biosystems and Cancer (LBC), plans to procure on a sole source basis, for Data File Development including Linkage of the Maternal Cohort Study to Biannual Follow-Up of Incident Diabetes and other Co-Morbidity from Nurses Health Studies with Harvard University School of Public Health, 665 Huntington Avenue, Boston, MA 02115. The acquisition is being conducted under the simplified acquisition procedures authorized in FAR Part 13. The North American Industry Classification System Code is 541990 and the business size standard is $6M. Background: The Laboratory of Biosystems and Cancer, Center for Cancer Research, NCI, requires the development of documentation of algorithms related to exposures in utero, in infancy, or early childhood that may be associated with a woman?s risk of adult cancer using data from mothers, who reported information to the contractor about prenatal, postnatal, and early childhood events in a retrospective cohort design. Maternal data were linked to two ongoing, large-scale prospective cohort studies, known as the Nurses? Health Study I and II, including 40,000 nurses, who have reported data on recognized risk factors for cancer and who are being followed for diagnosis of incident cancers as well as mortality. In collaboration with the Department of Nutrition, Harvard School of Public Health and the Channing Laboratory, Brigham Woman?s Hospital, the LBC has collected data to examine the role of hormonal exposures in early life and its relation to cancer incidence in a prospective study after adjustment for recognized risk factors for cancer. The Contractor shall develop the files, the documentation, and perform the internal validity programming and tabulations. Period of Performance: Three (3) months from date of award. Harvard University School of Public Health is the only known source that can provide the aforementioned requirements. The contractor has as its Chair of the Department of Nutrition, a Principal Investigator who was a member of the original study team to initiate this cohort study and successfully maintain follow-up of the nurse daughters once every two years. The Principal Investigator has been affiliated with data collection, cleaning and editing of the Maternal Cohort Study. This affiliation is required to enable the contractor to engage in the analysis and develop a linked file with the maternal replies and nurse daughter replies to the study specific questionnaires in an agreed upon fashion with the NCI project officer. The expertise and experience of the Harvard University is required for development of the algorithms and that will also assure continued excellent follow-up of the nurse daughters for incident disease endpoints for this study. This notice of intent is not a request for competitive quotation. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements herein. Capability statements must be received in the contracting office by 11:00 AM EST on February 17, 2006.
