Description
The Chickasaw Nation is requesting proposals for furnishing construction management services in connection with proposed construction of the new Carl Albert Indian Health Facility to be located in Ada, Oklahoma. The new facility is to be approximately 370,000 square feet. The total estimated cost exceeds $100 million. The construction manager (CM) will consult with the architect/engineer and the Chickasaw Nation staff during the design phases to provide cost estimating, value engineering and to assure that the project/s will be well designed and constructed in an efficient and economical manner within budgetary limitations. It is anticipated that an early site development bid package will be prepared. Prior to completion of the design phases, the CM will be required to submit a guaranteed maximum price (GMP) for the construction. If the GMP is accepted a contract will be entered into for the construction of the project. The CM will be required to render supervisory and managerial services during construction, for which he will be paid a fee over and above the price covering the actual construction work. A performance bond (100%) and payment bond (40%) will be required of the CM prior to execution of the GMP contract. Consideration for selection will be based on assessment of prior experience and qualifications using the following evaluation criteria, listed in descending order of importance with items l and 2 being of equal point value: 1) construction management experience, i.e., of the description used in the proposed contract; 2) financial statement and bonding capacity ; 3) construction experience in the last five years on projects of similar size and scope to this project, i.e., health centers, hospitals and other public facilities; 4) experience of CM's professional staff; 5) cost management and critical path scheduling experience; 6) construction contracting experience with Indian organizations; 7) management plan, 8) Indian preference; and 9) price. Offerors are advised that technical quality is more important than price. The solicitation is expected to be available on or about February 8, 2006. An Indian owned firm is one which is at least 51% Indian owned and controlled. All responsible sources may submit a proposal which, to be considered, shall be received by 4:30 P.M. local time March 8, 2006 at the address listed above.
