Description
This is a SOURCES SOUGHT NOTICE to determine the capability and availability of commercial sources with debris removal and disposal service experience within the marine environment. The US Coast Guard Maintenance and Logistics Command Atlantic (MLCLANT) Norfolk, VA has been tasked to procure removal and disposal services of debris in residential canals within three counties in the State of Mississippi. The debris, which was caused by the devastation of Hurricane Katrina, includes a broad spectrum of both non-hazardous and hazardous items. Sample pictorial views of these areas are posted in an attachment to this sources sought synopsis or at http:www.uscg.mil/mlclant/fdiv/fdiv.html under HSCGMS-DEBRIS. The places of performance are (1) Hancock County - Jordan River Isles, (2) Harrison County - Henderson Point and, (3) Jackson County - Enger Street/Saint Mary Street Canals and Waterways. The contractor shall provide all management, tools, supplies, equipment, labor and applicable licenses and permits necessary to ensure that debris removal and disposal services for both hazardous and non-hazardous items. Services shall be performed in a manner that will restore a safe and environmentally sound condition to the site. Examples of debris to be removed and disposed include, but not limited to: animal corpses and food remnants, vegetation, construction debris such as asphalt, brick, aluminum, wood, and other building material; vehicles, boats, and other motorized equipment; firearms and ammunition; household appliances, furniture, and equipment, and hazardous wastes such as biomedical wastes, cleaning agents, oils and paints. Debris management proposals will need to take into account the special treatment of hazardous waste, as well as the environmental implications related to debris management. Contractors will be required to obtain all applicable rights of way; provide all applicable training to personnel; ensure the proper certification of all equipment; provide all applicable safety measures; locate and avoid all utility installations, public and private, that may be impacted by their operations; avoid causing damage to all cultural and natural resources and critical habitat; and provide for observation of all other applicable State or Federal regulatory requirements. During performance, contractors must provide documentation of debris removal as well as post debris removal documentation. Sorting and handling of the collected debris into non-hazardous waste, appliance (white waste), electronic waste (e waste), household hazardous waste, and other hazardous waste (tanks and drums) must be accomplished by contractor personnel trained under applicable DOT/OSHA regulations. The disposal of all wastes shall be by approved methods, obtaining all applicable Federal and State permits, and dispose in authorized landfill or transfer station. All hauling routes must be approved by local/state/federal authorities. Temporary accumulation points must be approved by Mississippi Department of Environmental Quality. Contractor will perform all services in accordance with applicable OSHA regulations. Once the actual solicitation is issued, along with a technical approach to successfully remove and dispose debris within the marine environment, the successful contractor will need to demonstrate such capabilities as the ability to provide adequate equipment, trained personnel in handling hazardous waste, proper environment permits, and knowledge of applicable laws and regulations. THIS SYNOPSIS IS FOR PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION FOR PROPOSALS. Firms submitting responses should indicate whether they are large business, small business, veteran-owned small business, small disadvantaged business, women-owned small business, or HUBZone. The NAICS code will be 562111, with the Small Business Size Standard is $11.5 Million. ANY INTERESTED FIRM CAPABLE OF PROVIDING THESE SERVICES IS REQUESTED TO RESPOND VIA E-MAIL TO REGINALD.B.HENDERSON@USCG.MIL BY 4:00 P.M. EST ON FEBRUARY 6, 2006 with the following documentation: (1) Submit literature, brochures, and capability summaries identifying, at a minimum, business size, financial capability and past and/or current performance on similar contracts within the last five years together with contract numbers and applicable points of contact and current telephone numbers; (2) Also include a description of the plan to provide support and perform all of the services required (i.e. via team or subcontract participation of specialized contractors, and any recommendations or information particular to performing this work that will assist in documenting market research information). Interested parties must be registered in the Central Contractor Registry (CCR) as prescribed in FAR Clause 52.232-33. This notice is not considered to be a commitment by the Government nor will the Government pay for information solicited: no basis for claim against the Government shall arise as a result from a response to this Sources Sought or Government use of any information provided. The Government reserves the right to consider any business arrangement as deemed appropriate for this procurement. The issuance of draft solicitation is anticipated on or about the February 14, 2006, with a pre-solicitation conference/site visit to be scheduled on or about February 22, 2006 at the Harrison County Court House.
