Marine Corps Integrated Digital Environment (IDE) for Acquisition and Product Lifecycle Management Increment 1 Industry Day/Pre-solicitation Conference Notice Purpose: The Marine Corps Systems Command, Quantico, VA will host an Industry Day conference on 13 February 2005 at the Gray Research Building, Quantico, VA to provide an overview of the Marine Corps Integrated Digital Environment (IDE) for Acquisition and Product Lifecycle Management. The objective of this conference is to provide background information on this important business process and information management program. The program anticipates releasing a Request for Proposal (RFP) in 2Q FY06 for the initial set of IDE capabilities (?Increment 1?). Background: The Marine Corps Systems Command (MARCORSYSCOM) is tasked to serve as the Commandant of the Marine Corps? (CMC) principal agent for acquisition and sustainment of systems and equipment used by the operating forces to accomplish their war-fighting mission. The Command manages acquisition throughout the entire product life cycle, to include post fielding operational support. Consequently, MARCORSYSCOM requires a world-class comprehensive, enterprise-wide information technology system to assist the command in meeting its Acquisition and Total Life Cycle Systems Management (TLCSM) responsibilities. This system will be the Integrated Digital Environment (IDE) for Acquisition and Product Life Cycle Management. The Marine Corps IDE program creates a seamless, collaborative, digital-based (network-centric) business environment around the key enabling processes of the acquisition, life cycle/product support community. The IDE provides a capability that facilitates the work processes and documentation requirements of the Department of Defense (DoD) 5000 Series (DoDD 5000.1 and DoDI 5000.2), MARCORSYSCOM ?Equipping Process?, Marine Corps Operational Test and Evaluation Activity (MCOTEA) ?Capabilities Based Test Process? and associated policies and procedures. It supports acquisition program management by providing an integrated project-centric work environment, data repository, tool kit, and acquisition common operational picture aimed at increased performance, reduced cost, and shortened schedule for programs. Additionally, the IDE shall provide the foundation for future capabilities-based management of programs as portfolios. The IDE will: Improve business processes, enabling streamlined activities supported by the application of relevant knowledge Provide visibility into the acquisition process and information for the workforce and appropriate stakeholders Implement appropriate and cost-effective tools for virtual collaboration and data management Generate and manage current, reusable, and interoperable data Provide secure and controlled web-based access and delivery of data Leverage enterprise software and infrastructure for common processes Leverage the existing MARCORSYSCOM, and USMC IT environment Capture appropriate data, in context, and preserve it for reuse. The IDE business environment will also include and support the information management and business process requirements of the Marine Corps Operational Test and Evaluation Activity (MCOTEA) beginning in Increment-1 and the Marine Corps Combat Development Command (MCCDC) in future increments.
