Description
The Bureau of Reclamation, Lower Colorado Region, Boulder City, Nevada, intends to award on a sole source basis a purchase order to Greenheart Farms, Yuma, AZ, for approximately ten (10) acres automated mass planting of (distichlis spicata) salt grass, located in Blythe, CA 92225. This purchase order is for the following: Task 1 -Plant Material Distichlis spicata seed source must originate from the Southwest Desert. The collection location shall be identified prior to propagation and approved by Reclamation. Task 2 - Propagation Techniques Propagation techniques shall be determined by the contractor. Contractor's greenhouse facilities must have computer controlled environment (heat, light, moisture), rolling benches, shade systems and HID lighting for propagation of plantings. Plant tray cell size must be appropriate to allow for maximize root development. Task 3 - Shipping To prevent injury to plants due to environmental conditions such as wind, rain, etc, plants must be shipped in closed containers. Task 4 - Automated mass planting The planting site is located near Blythe, California in Riverside County. Automated equipment shall be used for all planting. Planting of live Distichlis spicata (as described under plant specifications) shall occur between March 1 through May 15, 2006. The acreage to be planted is approximately 10 acres in size. The salt grass will be planted between newly planted trees and shrubs that are approximately 20 feet apart. Depending on the planting schedule, ground prep may be needed prior to planting, For example #1: The trees have just been planted one week prior, therefore the ground has been worked and will be ready to plant plugs. Ex. # 2: The trees were planted one month prior, the ground would then have to be re-worked (disked) for planting of plugs/plants. All planting of Distichlis spicata shall occur at the same time i.e. during consecutive days. Contractor shall provide estimated date of completion. Reclamation will provide a planting plan and design that will include in-line spacing and row width (Exhibit A). Planting Specifications a) In-line spacing of 1 foot and row width of 38" , in accordance with drawing provided by Reclamation (Exhibit A) b) Plants must have a dense root ball that, when removed from the container, remains intact, and consists of a minimum ratio of 50% root mass, to 50% growing medium. c) Plants must be healthy and free of disease. Task 5 - Final Report The contractor shall submit a final report within 30 (thirty) calendar days of planting, including original location of seed source used for propagation and cost estimates based on live plantings per acre. This procurement will be awarded using Simplified Acquisition Procedures. The anticipated award date is on or about February 3, 2006.
