Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined Synopsis/Request for Quotation number is AMSRDT-AR-0-3206. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-08, dated 05 Jan 06. The associated NAICS Code is 541519. This requirement is a 100% set aside for small business. The government is seeking Firm Fixed Price proposals (monthly payment in arrears) for the Statement of Work posted at the en d of this notice. FOB Destination will apply. Performance period for the basic year will begin in April 2006. Four option years will be included, and will be administered according to 52.217-9. Services are for TARDEC, Warren, MI. The provision at FA R 52-212-1, Instructions to Offerors-Commercial, and 52.212-2, Evaluation  Commercial Items, applies to this acquisition. The following factors will be used to evaluate offers, prioritized from most important to least: A. Technical Approach which inclu des 1) knowledge of search techniques using databases listed in the SOW and 2) knowledge of government security regulations; B. Past Performance; and C. Price. Technical Approach is slightly more imporant than Past Performance, which is slightly more im portant than Price. Under Technical Approach, Subfactor 1 is slightly more important than Subfactor 2. Offerors must submit three (3) past performance references for the same or similar work performed in the past five years. The references must include the contract number; a brief description of the work performed; and reference contact name, phone, and email address. Offers are advised to include a complete copy of the Provision 52.212-3, Offeror Representations and Certifications-Commercial Items. T he clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Offers are due no later than 12:00 noon, Eastern Standard Time (EST), 17 Feb 06. If one or m ore offerors request a site visit, it will be scheduled on or about February 8, 2006. Requests for a site visit must be submitted to chutorae @tacom.army.mil by 12:00 noon, EST, 3 Feb 06. The request must include the name of all attendees, who must be US citizens. Note: All contractors must be registered in the Central Contract Registry (CCR) prior to receiving an award  see web site www.ccr.gov for details on CCR. STATEMENT OF WORK (SOW) TECHNICAL INFORMATION SUPPORT: C1.1 SCOPE: The Contractor will support TARDEC engineers and scientists in researching information relevant to current and proposed engineering efforts required by the TARDEC mission. The Contractor shall furnish the necessary services to support TARDECs Technical Information Center (TIC) as described below in requirements: C2.1 REQUIREMENTS: 2.1.1 The Contractor will operate the TIC, with Office hours 730-1630, five days a week, on-site at TARDEC building 200C, in accordance with TARDEC's open schedule of the lab. It is required for the researcher to be on-site in order to have direct conver sation/interactions with the engineers/scientists initiating requests for searches. 2.1 .2 On-site personnel are required to orchestrate the Operations Security (OPSEC) process which requires direct interaction with Command Security, Legal, and Public Affairs personnel. Each task depends on the nature of the research and will be judged by c ustomer satisfaction. 2.1.3 TIC contractor personnel will respond to requests for information by identifying the sources and scope of the requests, identifying possible sources of information (open, commercial and government), conducting the research effort and as applicable, and using the appropriate channel to order the documents. A summary report of the initial search activity and the possibility or necessity for additional in-depth searches, will be made available to the requester. To best identify the information that mee ts requesters individual needs, the Contractor shall perform search services using the contractor researchers knowledge and experience with the various commercial/government search services that would assist the engineer/scientist in focusing, limiting o r expanding the search. Resources in use by the TARDEC TIC include, but are not limited to the following: 2.1.3.1 CPIA, Chemical Propulsion Information Agency. 2.1.3.2 DIALOG, search services. 2.1.3.3. DTIC, Defense Technical Information Center. 2.1.3.4. MILE Michigan Library Exchange 2.1.3.5 NTIS, National Technical Information Center. 2.1.3.6 OCLC, On-Line Computer Library Center 2.1.3.7 STINET, Science and Technology Information Network. 2.1.3.8 Tech Oasis, data mining software. 2.1.4 The Contractor shall perform search and document delivery service activity including, but not limited to, requests for the following materials: books on loan, conference papers, Institution of Electrical Engineers (IEEE) reports, journal articles, m ilitary standards, Society of Automotive Engineers (SAE) reports, technical manuals/standards, and test documents. The Contractor will support TARDEC engineers and scientists by acquiring specific documents and/or data identified by the requester or by the results of TIC research efforts. Document sources will be identified and utilized based on cost and capabilities. When available, open sources such as other government agencies and public and academic libraries will be requested to provide the documents . In cases where documents must be purchased, TARDEC management will approve all document orders. Upon delivery, all document requesters will be informed of any restrictions relating to copyright issues. A Document Order Database will be maintained whic h will record all orders identified by individual and organization, the sources utilized, the responses, and the cost and timeliness of the responses. All such data on requested documents will be available to TARDEC management on request. 2.1.5 The Contractor will support TARDEC engineers and scientists by maintaining a register of all documents authored by these individuals and a corporate archive of same. The Contractor, as the organization operating the TIC, will maintain and update the TIC virtual registration website which initiates the process. The document author will respond to the website to provide the TIC with the necessary information required to obtain a registration number and identify the subject of the document, the author( s), the subject matter and the necessity or conducting an OPSEC review. A Document Registration Database will be maintained which will record this information, highlight the status of the document, and record its final disposition. All such data on regist ered documents will be available to TARDEC management on request. 2.1.6 The Contractor will support TARDEC engineers and scientists by facilitating the OPSEC review process. When documents are identified as being Unclassified and having Unrestricted Distribution, the TIC will provide the author with guidance on the OPSEC process through both the TIC website and personal interaction. The TIC will receive both hard copies and electronic copies of the document to be reviewed, ensure that the document is forwarded through Security, Public Affairs and Legal, document each step of the process, and provide electronic notification to all involved parties when th e review has been finished. Involved parties include the author, technical reviewer, authors supervisor, the TIC and the Security, Public Affairs and Legal offices. OPSEC information will be maintained on the Document Registration Database to highlight the status of the document and record the decision on the documents classification. All such data on all OPSECed documents will be available to TARDEC management on request. 2.1.7 The Contractor shall maintain databases listing all research activity, document retrieval, library and bibliographical assistance provided to the engineering and scientific community within TARDEC through their accessing available search services uti lizing state-of-art search technology and practices. The Contractor shall maintain multiple databases adequate to document the activities of the Technical Information Center (TIC) and provide monthly and annual reports on activity. Such databases will refl ect search request information, including document orders/delivery of information and interlibrary loan activity, and status. In addition to database maintenance, the Contractor will ensure procedural information is kept current and disseminated to the wor kforce electronically through a web-site update and electronic reporting process. 2.1.8 The Contractor shall obtain electronic (PDF file) copies and, when possible, hard copies of all technical reports, peer review journals, and other publications generated by TARDEC associates or sponsored by TARDEC (including copies of classified repo rts as required by regulation). The Contractor shall track reported information and shall maintain a database of that information, and identify the specific information required for the monthly summary report. This procedure will be used for including cl assified reports and documents in an appropriately accessible database. The Contractors work with classified reports shall include tracking and informational services, i.e. advice on how to submit classified reports by TARDEC associates using the electro nic business process. The database shall contain report information for the period 1998 to the present. Hard copies of reports, studies, and papers obtained by the contractor shall be maintained in the TIC for the present and the two preceding years. Th e TIC shall be a repository for such reports and a reporting point for data calls relating to these publications. The Contractor shall provide information concerning reports as needed by the TARDEC Business Operations Group. 2.1.9 The Contractor will maintain a requester satisfaction guide/survey rather than relying upon verbal and/or email comments from requesters. A Research Database will be maintained which will record all requests identified by individual and organization , the sources queried, the responses, and the timeliness of the responses. All such data on research requests will be available to TARDEC management on request. 2.1.10 The contractor supporting the TIC will be responsible for coordinating the efforts of for fee search services after TARDEC selects them and establishes a contract for services. The contractor supporting the TIC will provide, on request by TARDEC , any past performance information on candidates being considered for for fee search services contracts if they have had prior contracts with TARDEC. The contractor will issue and track passwords for access to for fee based search and information serv ices based on guidance from TARDEC Operations Business 2.1.11 The Contractor shall provide quarterly executive briefings and, at such other times as data may be required, a report of TIC operations which shall include number of searches performed, number and descr iption of reports submitted to DTIC, number of documents/reports ordered from search services, hours of operation, and a summary of financial costs associated with searches and document services. 2.1.12 The Contractor is required to project the TIC budget based on anticipated customer needs with regard to document searches, document orders, document registration and OPSEC reviews. The Contractor may participate in negotiations with data research o rganizations, document archival services and document delivery services to establish contracts based on projected customer needs. The Contractor will track funds availability and usage rates of the TIC and all relevant supporting contracts. The Contracto r will maintain constant surveillance on funding expenditures and report such expenditure rates to AMSRD-TAR-O. Where required, the Contractor will provide data and participate in any contract negotiations required by variations in these customer demands. C3.1 SPECIAL CONDITIONS: 3.1.1. The Contractor staff will have secret security clearances and be able to meet contract security requirements. 3.1.2. The contractor, as required by applicable regulations kept available in the TARDEC TIC site, shall be responsible for filing a copy of all new TARDEC authored technical reports/studies/papers, excluding classified reports, with the Defense Technical Information Center (DTIC). Applicable regulations include, but are not limited to the following: 3.1.2.1 DODD 3200.12, DoD Scientific and Technical Information Program, 15 February 1983. 3.1.2.2 DoDI 3200.14, Principles and Operational Parameters of the DoD Scientific and Technical Information Program, 05 June 1998. 3.1.2.3 DoDD 5200.1-R, Information Security Program, January 1997. 3.1.2.4 AR 735-17, Accounting for Library Materials, 21 November 1991. 3.1.2.5 AR 380-5, Department of the Army Information Security Program, 29 September 2000. 3.1.2.6 AR 360-1, The Army Public Affairs Program, 15 September 2000. 3.1.2.7 American National Standard for Scientific and Technical Reports, ANSI/NISO Z39.18-1995. C4.1 SKILLS: The Contractor will possess the oral communication skills required for TIC operations to include conducting briefings to Engineers and Scientists (E&S) to make them aware of the roles and mission of the TIC, the use of the TIC website, and t heir responsibilities as authors/briefers in archiving and obtaining OPSEC certification of their documents. These skills, as well as an understanding of individual and group interactions, will also be required to establish working relationships with the Engineers and Scientists, thereby assisting them in structuring their data requests, with regard to its mission and the periodic briefings to TARDEC management on the use of the TIC by E&S for data searches, archiving, OPSEC reviews and document orders. T he contractor will have the skills to manage the TIC website and generate databases recording all aspects of document searches, document retrieval, document generation, OPSEC reviews, and library and bibliographical assistance, including document orders/de livery of information and interlibrary loan activity, and a constant status on contract/subcontract funding requirements/rates of expenditure. Ease of understanding will make the initial search more efficient and highlight any other areas/technologies in which additional research could be advantageous to the requester. C5.1. CONTRACTING OFFICERS REPRESENTATIVE (COR): The COR is an individual designated in accordance with DFARS 201.602-2 and is authorized in writing by the contracting officer to perform specific technical functions. The Contractor will receive a copy of the written designation after task order award that will specify the extent of the COR's authority to act on behalf of the contracting officer. The COR is not authorized to make any commitments or changes that will affect price, quantity, delivery or any o ther term or condition of this task order. The COR is authorized to appoint Functional Technical Representatives under this task order. The contractor will receive a copy of the written FTR designation after COR appointment has been made. The Government will provide desk space, required furnishings, electronic support including computers, LAN connection and telephone. C.9 BELOW STANDARD PERFORMANCE: Timely meeting of all requirements in a quality manner is paramount; therefore, contractor failure in this task will result in one or more of the following: (1) withholding of payments until the Government can determine the ramifications of the below standard performance; (2) reduction of contract payment equal to actual costs incurred by the Government for below standard performance; (3) contractor correction at no additional cost to the Government; and (4) documentation of negative past performance. If the contractor believes that there are excusable circumstances, the contractor shall inform the COTR/COR or Contracting Officer. Excusable circumstances may result in adjustment of the consequences mentioned in this para graph. This paragraph does not invalidate any of the usual rights allowed by the Inspection of Services clause.
