Description
The Department of Energy (DOE) is seeking information from qualified providers, vendors and suppliers who can supply IPv6 cyber security commercial items as defined below. Background. IPv6 is the next generation internet protocol. IPv6 fixes several problems in IPv4, such as limitations on the quantity of available IPv4 addresses. It also adds numerous improvements to IPv4 in areas such as routing and network configuration. IPv6 is expected to gradually replace IPv4, with the two protocols coexisting for a number of years during a transition period. The Federal government has mandated a transition of infrastructure/network backbones to IPv6 by June 2008. At this time there is no planned solicitation based on this RFI/Market Survey, therefore no cost or pricing information should be submitted. This RFI/Market Survey is focusing on obtaining information on commercial items (hardware and software) which can specifically amplify an organizations IPv6 cyber security posture with commercial items such as but not limited to: ?X Firewalls ?X Network based Intrusion Detection Systems (IDS) ?X Network based Intrusion Prevention Systems (IPS) ?X Host-based IDP/IPS solutions ?X Detection and prevention of Denial of Service (DoS), Malicious Code, Unauthorized Access, or Inappropriate Usage, etc ?X Packet Inspection ?X Vulnerability Management ?X Network Discovery ?X Monitoring tools ?X Forensic tools ?X IPSec management ?X Any other commercial item specifically relating to IPv6 cyber security This RFI/Market Survey IS seeking information from vendors who can provide commercial items which CURRENTLY and ONLY meet this part of the definition of commercial item as defined by FAR 2.101: Commercial item means?X (1) Any item, other than real property, that is of a type customarily used by the general public or by non-governmental entities for purposes other than governmental purposes, and?X (i) Has been sold, leased, or licensed to the general public; or (ii) Has been offered for sale, lease, or license to the general public; This RFI/Market Survey IS NOT seeking information pertaining to ??commercial items not yet available in the commercial marketplace??. This RFI/Market Survey IS NOT seeking information from vendors who can only provide services but not commercial items. This RFI/Market Survey IS NOT seeking information about products such as operating systems, routers, switches, etc unless there is a specific additive security component which the vendor has incorporated outside of normal IPv6 operation. Interested vendors shall submit a maximum 5 page narrative description specifically focusing on IPv6 attributes for each commercial item which should include: ?X Description of the item ?X Item characteristics, performance features, throughput, (hardware, software, appliance) etc ?X Item product certifications (i.e. Evaluation Assurance Level (EAL)) ?X If applicable, describe any unique licensing features, annual maintenance offered, and/or annual subscriptions offered ?X Each interested vendor must furnish their GSA Federal Supply Schedule (FSS) information in connection to their product(s), namely: FSS contract number, SIN and CLIN numbers. Please include a copy of this information in your submission. Any interested vendor who does not have their product(s) on FSS should state this in their submission. Accompanying the 5 page narrative, the vendor may submit existing product data sheets and white papers amplifying the products IPv6 technical security characteristics and use. Data sheets and white papers are not included in the 5 page narrative limit. A vendor with multiple products may submit a 5 page narrative with the respective accompanying data sheets/white papers for each product. Grouping of similar product families into one 5 page submission with accompanying data sheets/white papers is recommended and permissible. All information submitted will be considered Procurement Sensitive. Information which the Contractor considers Bid and Proposal Information or Proprietary Information pursuant to existing laws and regulations must be marked accordingly [see FAR 3.104-1 (3) & (4)]. Classified submissions are not permitted. The RFI/Market Survey closes 60 days after posting. Information in response to the RFI/Market Survey may either be emailed to Pete.johnson@hq.doe.gov, or mailed to US Department of Energy, Peter Johnson, Chief Technology Officer, Forrestal Building, IM-50, 1000 Independence Ave., S.W., Washington, DC 20585. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of capability to perform the anticipated work. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information. Interested parties must register via the IIPS website prior to responding to this market survey. Instructions on how to submit your response can be found at the Help document located on the IIPS website, http://e-center.doe.gov. All responses must provide the return e-mail address, mailing address, telephone number, and facsimile (fax) number. TELEPHONE RESPONSES AND INQUIRIES WILL NOT BE ACCEPTED. QUESTIONS REGARDING THIS MARKET SURVEY SHOULD BE SENT VIA DOE IIPS. It is also the responsibility of the respondent to monitor this site for the release of any additional information, amendments to this notice, solicitation, or other related documents.
