- Federal Student Aid has completed Phase I of Solicitation ED-05- R-0049 as identified in the FedBizOpps notice dated October 11, 2005. In accordance with Federal Student Aid's procurement flexibility statute 20 U.S.C. 1018a(d), this solicitation is only open to the four companies chosen to continue on to Phase II of the two-phase procedure; however, this announcement serves to encourage small businesses to contact the firms concerning possible subcontracting opportunities. This announcement is to provide notice that Federal Student Aid has released the attached performance based-commercial solicitation to the companies selected for Phase II. The solicitation will result in a long term (10-15 year) performance based business arrangement with the contractor, for the purpose of obtaining an efficient, effective and responsive VDC solution for hosting Federal Student Aid applications. This VDC solution acquisition encompasses, but is not limited to, all of the necessary aspects of planning, implementing, transitioning, operating and maintaining the processing of new and existing applications within Federal Student Aid's application hosting environment. The following contact information is provided in accordance with FAR 5.206 so that small business concerns, small disadvantaged business concerns, woman-owned small business concerns and small disadvantaged veteran-owned business concerns may contact the Phase II offerors regarding subcontracting opportunities.
