- The Naval Air Warfare Center Weapons Division, China Lake CA intends to procure on an Other Than Full and Open Competition from Coso Operating Company LLC, % Caithness Energy Corp, 2 Gil Station Road Little Lake CA (P.O. Box 1690 Inyokern CA 93527-1690) based on Only One Responsible Source. The wellbore is on land under lease agreement with the contractor. This requirement is to test the Coso Model for Regional Fracture Orientation (FRSO) at the Caithness wellbore (test hole 46A-19) and to attempt to open water flow to support geothermal energy generation. This wellbore is used for reentry of fluids into the reservoir from which the water supporting the geothermal energy production is being maintained; however, currently the wellbore is impermeable, thus not allowing water into the field. Utilizing the RFSO model, the fractures will be forced and that this will allow more reentry of fluids into the specific land areas. All work is to be completed within 365 days of contract award. Award will be made on or about 1 Apr 06. Any firms believing that they can provide the required services may submit a written response to be received at the Contracting Office no later than 5 days after the date of this publication of this notice. The firm must clearly show their ability to perform the work without compromising the land, test hole and validation of the RFSO.
