Description

This is a notice of intent to negotiate a Request for Quotation with the University of Calgary Department of Geomatics Engineering 2500 University Drive N.W. Calgary, Alberta, Canada T2N 1N4 on an other than full and open competition to support AIR 4.5.6 - EO/Special Missions on-going research in the area of high accuracy relative Global Positioning System (GPS) measurements with ionosphere modeling for geomagnetic noise simulations. The Government intends to negotiate on a sole source basis with the University of Calgary because they provide unique, specialized acquisition and technical knowledge that is tailored and clearly applicable to AIR 4.5.6 - EO/Special Missions. The University of Calgary is the sole owner and has proprietary data rights to the unique software that has been developed to accomplish on-going research efforts associated with GPS/ionospheric noise measurements and altitude effect in ionospheric noise cancellation. The University of Calgary?s unique tools and analysis provide results and predictions not available by any other method.
