Description
The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award an Order against Basic Ordering Agreement (BOA) N00019-04-G-0018 to Raytheon Missile Systems. This Order will provide for Integration of JSOW-A-1 and JSOW-C onto the Turkish Air Force (TuAF) General Avionics Computer (GAC) Block 40 F-16 Aircraft. The purpose of this effort is to provide a vehicle under which Raytheon shall provide engineering and technical support to TuAF for the coordination, preparation of plans and schedules, and execution of the integration requirement. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: Raytheon has a unique knowledge base of the Joint Standoff Weapon (JSOW) as a result of its design, development, and modification of these weapon systems sine the early 1990s. Accordingly, Raytheon is the only known qualified, responsible source that can fulfill the requirements specified herein. Subcontracting opportunities may be available and should be sought with Raytheon at the following address: Raytheon Missile Systems P.O. Box 11337 Tucson, AZ 85734-1337. The North American Industry Classification Systems (NAICS) code for the supplies and services anticipated needed herein is 541330 ?Engineering Services.? Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving contract award will be registration in the DoD?s Central Contractor Registration (CCR) database. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
