Description
The Cooperative Threat Reduction (CTR) Directorate, Defense Threat Reduction Agency (DTRA) is seeking interested sources capable of providing threat reduction services in the Former Soviet Union and other eligible states. DTRA currently has an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract consisting of five contractor teams that compete for threat reduction work. The purpose of this synopsis is to conduct market research to ascertain whether there are additional interested sources capable of providing improved solutions, approaches, and efficiencies for CTR requirements. This synopsis is issued solely for information and planning purposes. At this time, no decision has been made to initiate an acquisition. The CTR Directorate provides assistance to foreign countries to reduce the threat of proliferation of nuclear, chemical, and biological Weapons of Mass Destruction (WMD) and related expertise and knowledge. Requirements generally fall into the following areas: • Elimination of strategic nuclear weapon systems and associated infrastructure • Biological weapons proliferation prevention, including safety and security of especially dangerous pathogens, cooperative biological research, and disease surveillance systems • Measures to deter, detect, and interdict illicit trafficking of WMD and related materials • Elimination of chemical weapons, agents, and associated infrastructure • Security and safety of nuclear weapons and associated storage areas, sites, and transportation systems Contractors/teams shall have the capability to fulfill the full range of requirements above. The contract vehicle for this potential acquisition will be a multiple award ID/IQ with a period of performance of at least five years. The potential acquisition is estimated at $1.5-3B. Interested contractors should submit a white paper to address the notional requirements contained at http://www.dtra.mil/business_opp/procurement/ctric.cfm. Scenario to accompany white paper can be found under the above weblink and is shown under CTRIC Alternatives Synopsis and Requirements Scenarios as CTR Requirements Scenario. The white papers will provide the basis for the government to assess the potential benefits of a new acquisition. As indicated in the Scenario to accompany the synopsis, the page count for the white paper shall not exceed five (5) pages, excluding a title page, if used. Those contractors that submit a white paper are also requested to submit capability statements identifying their ability to satisfy the full range of CTR requirements contained herein. Please limit the capability statements to three pages. Responses to this synopsis should be submitted to the government within 30 days of the publication date.
