Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for an Underground Cable Puller and Scrapper/Cutter Utility Truck. The NASA Kennedy Space Center (KSC) Information Technology and Communications Services Branch (IT-D2) requires a utility truck (one vehicle) that will perform the following tasks: (1) Remove fiber optic and copper cable from under ground; (2) Cut the cable; (3) Toss the cable into a disposal vehicle; and (4) Pull new cable through duct system. The utility truck will be used in KSC?s cable modernization project for removing air core, lead based, copper cable from under ground and installing new gel filled copper and fiber optic cable. The utility truck consists of the following (brand name or equal): (1) Chassis (Truck): International 4900, GMC TC 7500 (2) Hydraulic Underground Cable Puller and Scrapper/Cutter: OK Champion SCMCV2000 (Cable Scrapper) The utility truck is to be shipped in one piece; the hydraulic underground cable puller and scrapper/cutter will be mounted on a chassis. Offerors will provide NASA-KSC personnel with twenty-four (24) hours of training (over a period of three days) to properly use the truck. Training shall begin within one week of delivery of the truck. Delivery to NASA-KSC is required within 154 days (22 weeks) ARO. Delivery shall be FOB Destination. All responsible sources may submit an offer which shall be considered by the agency. NASA-KSC?s requirement (International 4900, GMC TC 7500/OK Champion SCMCV2000) can be quoted brand name or equal. Selection and award will be made to the lowest priced, technically acceptable offeror. Technical acceptability will be determined by review of information submitted by the offeror, which must provide a description in SUFFICIENT detail to show that the product offered meets all specifications listed in the attached document and are technically equivalent to the brand names identified in this solicitation. It is essential that offerors CLEARLY DEMONSTRATE they have the capability required to furnish the products and/or services stipulated herein and not merely paraphrase the specifications contained in this solicitation. Any offer that proposes ?equal? products without adequate/sufficient detail to show its technical equivalence to the brand name products specified in this solicitation will be eliminated from consideration. The provisions and clauses in the RFQ are those in effect through FAC 05-08 (released 01-05-2006). The NAICS Code and the small business size standard for this procurement are 336211 and 1,000 respectively. The offeror shall state in their offer their size status for this procurement. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by Monday, February 20, 2006 at 12:00 PM EST via email to Marcus.C.Orr@nasa.gov or fax to 321-867-1141. Quotes may be submitted in contractor format and shall include (1) Company name, address, telephone number, e-mail address and fax number, (2) Solicitation number (3) Price (including shipping), (4) Number of days required for delivery of the item after receipt of order, (5) Prompt payment terms, (6) Taxpayer Identification Number (TIN), Contractor DUNS number and Commercial and Government Entity (CAGE) Code, (7) A completed copy of FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS COMMERCIAL ITEMS, MUST BE SUBMITTED WITH THE QUOTE. All Offerors assume full responsibility for ensuring that quotes are delivered by 12:00 PM EST Monday, February 20, 2006. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (OCT 2003), Contract Terms and Conditions-Commercial Items is applicable. FAR 52.212-5 (JAN 2005), Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items is applicable and the following identified clauses are incorporated by reference: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.225-1. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B".
