Description
i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propo sals are being requested and a written solicitation will not be issued. (ii) Solicitation # W911SG-06-Q-C001 (iii) Subject unit has recurring requirement for five (5) ammunition handlers with the following qualifications: possession of valid Class A Com mercial Drivers License with hazmat endorsement; ability to obtain a government vehicle operators permit to operate vehicles up to 32,000 pounds GVW, and be qualified for forklift operations up to and including 6,000 pounds; clearance in accordance with re quirements of Army Regulation 190-1, Physical Security of Arms, Ammunition and Explosives (AA&E); must be physically fit, have normal use of both arms and legs, and possess good vision and hearing. Work requires frequent standing, kneeling, stooping, bend ing and working in uncomfortable positions. Physical handling of ammunition will be routine. Work is performed inside and outside in unheated or inadequately heated open areas, igloos, loading docks, warehouses or ranges. Work is performed regardless of weather conditions. Incumbent is exposed to dirt and grease, and is subject to cuts, bruises, and broken bones resulting from opening and closing boxes, working in close proximity to forklifts, etc. Work involves standing, bending, walking, lifting, pul ling, pushing and handling of items. Muscular dexterity and mental, visual, and physical coordination is required in handling, loading, unloading and storing ammunition items. May work a seven-day workweek in support of ammunition mobilization operations . May be required to work a rotating or non-rotating shift. May be required to perform split-shift tours of duty. Handlers will be required to perform the following tasks: Operation of gasoline or diesel-powered motor vehicles to haul a wide variety of pyrotechnics, ammunition, explosives, and components (shells, bombs, mines, grenades, propellants, incendiaries, mortars, etc.), as well as inert items (small arms, pallets, boxes, empty projectiles, salvage metal, etc.). Handlers ensure load does not ex ceed vehicle capacity and items are considered compatible and safe for movement and transfer, and that explosives and ammunition are handled and stored safely in accordance with regulations governing compatibility groups and net explosive limits. Handlers perform preventive maintenance service on the vehicle by checking tires, oil, water, battery, gasoline, radiator, brakes, horn, etc., before, during, and after operation, in accordance with trip ticket. Fills out trip tickets and accident report forms, a nd observes traffic and safety laws, rules, and regulations. Handlers are to receive ammunition at the Ammunition Supply Point (ASP), ensuring assigned vehicles pass inspection, utilizing Department of Defense (DD) Form 626; inventorying, loading, blockin g, and bracing the ammunition selected by the ASP checker; verifying quantities and lot numbers and signing Signature of Checker blocks on Department of Army (DA) Form 3151-R; returning loaded vehicle to inspection area for inspection by Quality Assurance Specialist Ammunition Surveillance (QASAS) personnel for proper loading, blocking, bracing, and safety (including placards); and signing the receipt block of the DA Form 581. Handlers: deliver and pick up ammunition to and from training sites to ensure as signed vehicle passes inspection utilizing DD Form 626; inventory, load, block and brace the ammunition before transport; issue ammunition using DA Form 5515; provide briefing concerning responsibility for authorized use, turn-in and reconciliation of ammu nition items; arrange for pickup; use DA Form 5515 to receive ammunition items, noting any shortages and/or discrepancies on the form; segregate expended and un expended ammunition items; and transport unexpended items to designate storage area, expended items to the ammunition warehouse. Handlers turn in ammunition to the ASP to ensure assigned vehicle passes, utilizing DD Form 626; transport any live ammunition to the ammunition segregation and storage area; unload and segregate the live ammunition by DODIC and lot number; assist ASP personnel in inspecting, repacking and restencilling containers; load the repacked ammunition and transport to the appropriate amm unition storage area; unload and place the ammunition in storage as directed by the checker; transport residue to the residue salvage yeard; and assist ASP personnel in weighing or counting the residue. Handlers perform warehouse duties, to include: segre gating and separating live ammunition from expended ammunition and residue; storing live ammunition in accordance with appropriate directives; storing expended ammunition and residue in accordance with appropriate directires; and conducting daily inventori es of live ammunition. (iv) Period of performance is 4 February 2006 through 30 September 2006. (v) Provide a fixed price per month. (vi) The provisions at 52.212-1, Instructions to Offeror-Commercial, and 52.212-2, Evaluation-Commercial Items, apply to this acquisition. The Government will issue an order to the responsible offeror(s) who submits the most advantageous offer based on price. Offeror must be registered in the Central Contractor Registry (CCR) to receive award. The following additional provisions/clauses shall apply to the solicitation and/or any resultant award: 52.232-33, Payment by Electronics Funds Transfer - Central Contractor Registration; and 252.232-7003, Electronic Submission of Payment Requests.
