Description
The Air Force Flight Test Center (AFFTC) Edwards AFB, CA. is seeking a provider of specialized engineering services and flight test services including defensive avionics, and instrumentation in support of the 419th Flight Test Squadron specifically related to the operations, maintenance, and upgrades of the ALQ-161 defensive system on the B-1B. The primary programs that will be supported by these services are the B-1B defensive and avionics system programs. Potential offerors must provide expert technical support in the areas of flight test planning, test requirement definition by decomposition of program system requirements, flight test scenario development, test range manning, instrumentation and data collection requirements, anechoic chamber testing, avionics integration and testing, ground support testing, data reduction, analysis, and providing all supporting documentation. Potential offerers must have current proficiency in the technical theory and testing of the AN/ALQ-161 system, radar detection and processing algorithms, ECM receiving and jamming systems, radar versus ECM evaluation, ECCM assessment and RF interference mechanisms. Proficient in RF Threat Systems operation and be capable of reviewing and assessing their operation and performance. Proficient in the operation, maintenance, diagnostics, troubleshooting, and anomaly investigation of the AN/ALQ-161 system and general and special test equipment and their application to AN/ALQ-161 testing. Potential offerors must have unique knowledge of AFFTC Test ranges, test resources, anechoic chamber capability, and Integrated Facility for Avionics Simulator and Test (IFAST) operation, and the System Integration Laboratory (SIL) at Warner Robins Air Logistic Center. Offerors shall have a demonstrated background in the following areas: Offerors must be familiar with the operation, resources, equipment, coordination, and scheduling of the AFFTC, NAWC China Lake test range, Western Test Ranges and other classified defensive test range(s). Offerors should also be acquainted with the capabilities of other DOD test ranges in the United States, if required. Offerors shall have worked with Combined Test Forces (CTFs) in prior Flight Test evaluation programs to understand policy, procedure, coordination, scheduling and responsibilities. Demonstrated capability and understanding of the operation, characteristics, limitations and capabilities of Anechoic Facilities. Offerors shall be familiar with the test signal generation systems, measurement capabilities, RF isolation/radiation characteristics, coordination requirements and operational procedures for testing in the anechoic chamber(s). Understanding of the operations, characteristics, limitations and capabilities of the IFAST facilities. Offerors shall be experienced in the scheduling and use of the facilities. Offerors must identify that they posses established and accepted flight data analysis software programs and tools for quick and accurate reduction and analysis of large volumes of flight test data from multiple sources. The data analysis programs shall be compatible with AFFTC, aircraft, Time/Space Position Information (TSPI), telemetry, laboratory, etc. data formats at most DOD ranges. Offerors must provide evidence of their familiarity with Mobile Flight Line Test Systems (MFLTS), Mobile Emitter Test Sytems (METS), Avionics Simulator (AVSIM), Enhanced Automated Special Test Equipment (EASTE), Avionics Data Acquisition and Control Systems (ADACS), Flight Test Data Analysis System (FTDAS), and state of the art threat generation and simulation equipment. The Government intends to acquire commercial services using FAR Part 12. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
