- This is a pre-solicitation notice for Library Services at Langley AFB, VA. This acquisition is a competitive 100% small business set-aside. The North American Industry Classification System Code (NAICS) is 519120 with a small business size standard of $6.5M. Description of services: contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform multi-functional library and information technology services. The library operates within the Air Force Library and Information System (AFLIS). It serves as the Air Combat Command Reference Library, a General Library, and the focal point for command-wide Learning Resource Center deployment training and support. Learning Resource Centers (LRCs) are established at forward locations to provide deployed members the opportunity to access informational and educational resources to continue their professional and personal development. The contractor shall operate the base library as part of the AFLIS program as identified in the Performance Work Statement as posted with the solicitation. The Government intends to award a fixed-price, performance based contract in accordance with procedures in FAR Part 13, Simplified Acquisition Procedures. The period of performance will include a base year and four (4) one-year option periods. Award of the contract will be made to the responsive, responsible offeror whose proposal offers the best value to the Government. The RFP will be posted on or about 8 Mar 06. The entire solicitation will be made available only on the Federal Business Opportunities website (http://www.fbo.gov). No paper copies will be issued. Potential offerors are responsible for monitoring this site for the release of the solicitation package. To be eligible for contract award, offerors must be registered in the DOD Central Contractor Registration (CCR). Offerors may register via the CCR website at http://www.ccr.gov.
