Description
AmeriCorps *National Civilian Community Corps (A*NCCC) is a full-time, team-based residential program for men and women ages 18-24. Drawn from the successful models of the Civilian Conservation Corps of the 1930s and the U.S. military, the A*NCCC is built on the belief that civic responsibility is an inherent duty of all citizens and that a national service program can effectively work with local communities to address pressing needs. The mission of the A*NCCC is to strengthen communities and develop leaders through direct team-based national and community service. In partnerships with nonprofit organizations state and local agencies and community and faith-based groups, members complete service projects in all 50 states and U.S. territories. The Central Region Campus is located in Denver, CO and serves the states of Colorado, Iowa, Illinois, Indiana, Kansas, Missouri, Minnesota, Montana, Michigan, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Wisconsin and Wyoming. OBJECTIVE: To provide 46 Cellular Telephones and Service for the Central Region Campus, AmeriCorps *NCCC. The vendor must be able to have a cellular phone service capability to provide coverage in all forty-eight (48) Continental States to include the seventeen (17) states that the Central Region Campus serves. These states include but are not limited to Colorado, Iowa, Illinois, Indiana, Kansas, Missouri, Minnesota, Montana, Michigan, Nebraska, New Mexico, North Dakota, Oklahoma, South Dakota, Texas, Wisconsin, and Wyoming. 1.0 SUMMARY OF SPECIFICATIONS: 1.1 Provide Cellular phone service to allow full-time staff and Team Leaders to maintain communication during spike projects, disaster call-out and while traveling to remote locations. 1.2 Forty-six (46) cell phones with a Business Share Plan, with 450 shared monthly home airtime allowance minutes. 1.3 Insurance coverage for lost or damaged phones. 1.4 Three (3)-party conference, no answer transfer, and call forwarding. 1.5 Enhanced voice mail and call waiting. 1.6 Caller ID 1.7 Free long distance and roaming nation-wide 1.8 Frequently A*NCCC is called upon to support National Disaster. Vendor make disaster phones available at no cost to A*NCCC, with free unlimited airtime minutes. 2.0 DELIVERY DATES AND LOCATION: 2.1 Delivery of cellular phones no later than April 1, 2006, with an activation date of April 1, 2006. 2.2 Location Address: AmeriCorps *NCCC Central Region Campus Lower Library 3001 South Federal Blvd. Denver, CO 80236 OTHER PERTINENT INFORMATION Each bid proposal must include the following information to be considered: 1) DUNS (Dun and Bradstreet) number 2) Central Contractor Registration (CCR) confirmation 3) List of three references 4) Completed copy of the provision at 52.212-3, Offeror Representations and Certifications (Commercial Items). Failure to provide all five (4) items listed above will automatically disqualify you. You can obtain a DUNS and register in the CCR at: http://www.bpn.gov The evaluation of offers in this ?best value? procurement will be based on past experience/performance, and proposed cost. Past experience/performance is more important than cost. For the performance of this procurement, the Southwest Service Center may elect an option period in addition to the base period of performance. Therefore, all offerors should prepare their proposals in such a way that the service will cover the base period and 2 option years. Base period: 4/1/06 to 3/31/07 Option Year One: 4/1/07 to 3/31/08 Option Year Two: 4/1/08 to 3/31/09. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. The solicitation number is SWSC-41-06 and is issued as a request for quotation (RFQ). This solicitation document and the incorporated provisions and clauses are those in effect from Federal Acquisition Circular 97-23 through Federal Acquisition Circular 05-08. The following clauses apply to this acquisition: 52.212-4, 52.212-5, 52.222-21, 52.222-22, 52.222-23, 52.222-41, 52.225-3, 52.232-34, 52.204-6, 52.204-7, 52.213-4, and 52.232-33.
