Description
The Office of Thrift Supervision (OTS) intends to award a sole source purchase order to Commerce Clearing House, Inc, (CCH) 4025 W. Peterson Avenue, Chicago, IL 60646 for software licenses for the CCH Banking Library (Online) and a CD Rom series. The period of performance is April 1, 2006 through March 31, 2007.This notice is a combined synopsis/solicitation prepared in accordance with FAR Part 13.105. A separate solicitation is not available. Responsible firms may submit a written response to this notice. Proposals in response to this notice should include 1. Price Proposal?a firm fixed price for the base year and each option year. 2. Technical proposal?literature describing the commercially available Banking Library. 3. Past Performance Information. The base period of performance will be date of award through12 months thereafter plus two one-year options with an additional option period for up to six months. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons must identify their interest and capability to respond to the requirement by providing clear and convincing evidence of their ability to perform the services. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the government. If no affirmative written response is received, the purchase order will be awarded without further notice. Questions must be submitted via email to Sharon.Doerk@ots.treas.gov.. Oral proposals will not be accepted. The OTS intends to award a purchase order only after determining that an award to CCH is the most advantageous means of satisfying the Government?s requirement. The following clauses will apply to any contract resulting from this combined synopsis/solicitation: 52.252-2, 52.203-1, 52-203-3, 52.203-4, 52.212-9, 52.222-3, 52.222-4, 52.222-26, 52.222-36, 52.232-23, 52.233-1, 52.243-1, 52.249-1, 52.217-8, 52.217-9. Proposals are due in the Procurement Office by 2:00 P.M. EST February 8, 2006 at Office of Thrift Supervision, Attn: Sharon A. Doerk, 1700 G Street, N.W., 2nd Floor Procurement Management Office, Washington, DC, 20552. Proposals may be faxed to 202-906-5648 or emailed to Sharon.Doerk@ots.treas.gov HOWEVER, individual offerors are responsible for ensuring receipt of proposal by the Contracting Officer via all electronic means.
