Description
MARKET RESEARCH/SOURCES SOUGHT SYNOPSIS The Marine Corps Warfighting Laboratory (MCWL), Technology Division, Force Protection (FP) Branch seeks to obtain market research information from sources capable of fully satisfying information from government, academia, and industry sources regarding novel solutions for lightweight body armor. The immediate objective is to survey and assess the most advanced armor materials and armor material configurations addressing both torso and extremity protection. A follow-on objective has been established to conduct performance testing of those armors and configurations assessed as offering the most promising solutions. This market research is for informational purposes only and should not be construed as a commitment of any kind. Any information received, in whole or in part, may be used to create the resulting acquisition strategy for the proposed requirements. Responders will not be reimbursed for any information received and are encouraged not to provide proprietary data or business sensitive information as any information received may be used by the Government and/or released to the public. The Government is primarily focused on seeking suitable commercial and non-developmental items or commercial items that can be easily modified to meet existing Government requirements. If no such commercial/non-developmental items currently exist, the Government may entertain the procurement of developmental items based on the information received as a result of this market research. Additionally, MCWL intends to evaluate the form and fit of potential solutions within weight restrictions, load dispersion, and comfort levels. Information on capable sources are sought for the following lightweight armor requirement: 1.0 ARMOR PARAMETERS The following are design and manufacturing parameters MCWL will consider during the assessments: Areal Density Protection Capability (ref. test matrix of Paragraph 3.4) (armor solutions may be applicable to torso, extremity, or both) Multiple Hit Capability Protection Performance Variations (i.e., joints, interfaces) Flexibility (i.e.,maneuverability) Comfort Environmental factors o Fire o Temperature o Humidity o Shock o VibrationToxicity 2.0 PLAN OF ACTION & MILESTONES MCWL will conduct the Lightweight Body Armor evaluation in accordance with the following Plan of Action and Milestones (POA&M): 2.1 RESPONSE SUBMITTAL Information in response to this inquiry will be accepted from the date of the synopsis through 17 February 2006. Responses shall address the parameters identified in Paragraph 2.0. It is acknowledged that substantive data for emerging technologies for thorough evaluation of every parameter may not be available; however, all relevant information from responders is welcome. In addition, as part of the response, responders shall provide a list of materials associated with their armor and corresponding Material Safety Data Sheets (MSDS). Responses are limited to 10 pages, not including the material list and MSDS. 2.2 ASSESSMENT MCWL will assess the information received in response to this inquiry based on the criteria outlined in Paragraphs 2.1 during the period 21 February 2006 through 10 March 2006. Upon completion of this assessment, MCWL will select armor solutions determined as having the greatest potential for adaptation to body armor for performance testing. (See Paragraph2.4.) 2.3 TEST SAMPLE DELIVERY For those armor solutions selected for performance testing per Paragraph 2.2, the Government will request delivery of samples to be delivered during the period 13 March 2006 through 31 March 2006, at no cost to the government, armor samples in the sizes, configurations, and quantities to be determined based on application. 2.4 PERFORMANCE TESTING The test samples provided per Paragraph 3.3 will be subjected to the performance testing during the period 27 March 2006 through 28 April 2006. This performance testing will include, but may not be limited to, the following: Type Threat Test Round Velocity Test Type Torso Ballistic NATO 7.62x61mm M-80 Ball 2,850 ft/s V0 Torso Ballistic U.S. 5.56mm M855 Ball 3,300 ft/s V0 Torso Ballistic 7.62x63mm APM2 2,850 ft/s V0 Torso Fragment [5.8 grain thru 20mm]FSP Series (TBD) ft/s V50 Extremity Ballistic HV 9mm FMJ RN 1400 ft/s V0 Extremity Fragment [5.8 grain thru .50-cal] FSP Series (TBD) ft/s V50 All tests to be conducted at 0-degree impact obliquity. Results of the performance testing will be compared to the Outer Tactical Vest (OTV) with Enhanced Small Arms Protection Insert (E-SAPI) plate combination, which will serve as a baseline performance standard. Applicable test standards will be adhered to, including the following: MIL-STD-662F: V50_Ballistic Test for Armor Access to armor performance test results is contingent upon the classification of the results as determined by U.S. Army Research Laboratory ?Security Classification Guide for Armor Materials and Technology? At a minimum, this information should include: 1) identification of your company or organization, 2) your company's or organization's assertion of existing, full capability to meet proposed requirements, 3) business/contracts/marketing office point(s) of contact information, 4) notification of business size and/or special status and 5) any additional information that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a two (2) pages submission limit, plus commercial marketing information or web links and all should be submitted via email to Ira D. This market research announcement should not be considered a commitment of any kind by the Government and individual correspondence should not be expected in advance of any resulting pre-solicitation notice for the proposed requirements.
