Description
The Bureau of Land Management (BLM) proposes to negotiate a noncompetitive award of a purchase order with California State University-Chico State, Department of Recreation Administration and Parks Management, 400 West First St., Chico, CA 95929 for the BLM Pilot Study of Forest Service National Visitor Use Monitoring (NVUM) Project in Roseburg, OR. Work includes setting up traffic survey stations, placing traffic counters, completing lengthy verbal interviews of public land users at pre-selected random times; and accurately recording and reporting data. Work will be completed in accordance with the Forest Service's NVUM Handbook dated July 2005. Estimated start work date is April 1, 2006 and performance time is 180 calendar days. Chico State is the only contractor known to possess the following qualifications needed to meet the Bureau's requirements and work schedule: (1) Expertise with the Forest Service's NVUM survey methodology and technology, and activities directly associated with the nature of these surveys; (2) specialized experience in performing NVUM surveys at sites similar to those managed by the BLM; (3) specialized experience in setting up surveys in the three categories of sites: General Public Lands, Day Use Sites and Campgrounds; (4) experience in administering visitor interviews without bias (5) professional staff experience in the area of survey logistics and management for NVUM surveys and; (6) relatively close proximity to the BLM project site. Firms which meet the above contract requirements should submit their qualifications in writing specifically addressing the six requirements to the Contracting Officer. All responses received within 15 days will be considered. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
