- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation FA4877-06-Q-0164 is issued as a request for quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-06. (iv) This procurement is being issued as a 100% SMALL BUSINESS set-aside under NAICS code 811213 and small business size standard $6,000,000. (v) The contractor shall provide the following items: Install one multi frequency antenna, Remove the four old existing cables and install new cable lines (Approx 700? of 7/8? LDF5-50A cable total and associated connectors), Install proper grounding, Lightning strike protection- One lightning rod with two down conductors should be installed IAW MIL-HDBK-419A, Install cable shield grounds and connect to a ground bar at the entrance to the building. Lightning suppression inline with the RF cable is advised, PolyPhaser makes a suitable device. All Labor required, Certified and properly insured crews to climb tower for antenna installation and cable run (New antenna is on site and NOT required for purchase). (vii) Acceptance should be taken prior to 60 days ARO (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. (ix) 52.212-2, Evaluation -- Commercial Items applies. Quotes will be evaluated on price. (x) Offerors must include a completed copy of the provision at, 52.204-8, Annual Representations and Certifications and submit with its offer. (xi) Clause 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
