Description
The U. S. Department of Commerce/National Oceanic and Atmospheric Administration/NESDIS/;Office of Systems Development, intends to negotiate with the American Meteorological Society, Boston, MA on a sole source basis in accordance with the authority of 41 U. S. C. 253 ( c ) ( 1 ) only one source to provide funding in support of the Policy Forum, ?America?s Resilience to Hazards and the Environment and Public Health?. Funding to be used for a series of underwriters to organize and document results from two Policy Studies in collaboration with NESDIS/NOAA, and possibly others. Each Policy study shall prepare for and then build upon a 2-3 day Policy Forum. The first Forum on Building America?s Resilience to Hazards, which will surface and address policies, and decisions and actions that taken together will build the resilience of American communities and provide for business continuity in the face of hazards. The second forum on the Environment and Public Health. This forum shall be in the spring of 2006, it shall surface and address policies, as well as decisions and actions, that taken together will provide for the maintenance of public health and the face of extremes of heat and cold, air and water pollution episodes, natural hazards, and vector-born disease. Both Policy Studies and their associated forum shall place special emphasis on the contributions the Global Earth System can make towards these national priorities. The American Meteorological Society (AMS) is uniquely positioned to conduct these policy studies. AMS has a membership numbering several thousands of meteorologists and oceanographers. The AMS has conducted a number of similar forums in the past and has the unique capability of calling upon the best thinkers in atmospheric and oceanographic sciences, due, in part, to the nearly daily contact. Offerors certain they can meet the requirement are requested to submit in writing an affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. Failure to submit such documentation will result in the government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of the synopsis. All Information in response to this notification must be submitted in writing to the attention of Sally, Huber, Contract Specialist. Note 22 applies
