Description
Amendment 003. 1.Change the proposal receipt date to be 16 March 2006 @ 1200 Eastern Standard time in lieu of 16 February 2006. 2.Questions pertaining to this solicitation shall be in writing to the technical representative NLT 1200 on 16 Febrary 2006. Minutes of the site visit: Minutes from Pre-Proposal Conference and site visit for S-WHARC-06-Q-1005 on January 10, 2006 for Telecommunication Services for American Embassy San Salvador. The pre-proposal conference and site visit was held in the Chancery Auditorium and at the main incoming telephone switching gear at the visitor’s parking area. The offerors were instructed they would be required to write there questions down during the tour so appropriate answers could be given. The group was also told the reason for this requirement was to be certain that all prospective offerors were provided the same information. Prospective offeror were then escorted to the “demarcation point” of the telephone/communication system and shown the main switching location at the Visitor’s Parking lot. The group was also shown the overhead wiring systems in place along the street. These questions were asked during the site visit. The group was advised at the meeting to resubmit their questions in writing for formal written answers. Q1. Existe la disponibilidad para instalar mas cables desde el exterior hacia el interior del complejo? Is there the availability to install more cables from outside to the interior of the compound? A1. Current Infrastructure from the street node to the Embassy Demarcation Point consists of two 4” metal conduits. If additional conduits are necessary the Vendor will be required to install. Q2. Cual será el punto de entrega del servicio? Which will be the service delivery point? A2.Physical lines are terminated at the Embassy Demarcation Point. The vendor is responsible for installing any additional hardware to ensure that signaling is received at the Embassy Main Frame Room. The Embassy will provide Multimode fiber connectivity from the Demarcation Point to the Main Frame Room. Q3. La Embajada será responsable de la distribución del servicio desde el punto de entrega del proveedor hasta los equipos? Will the Embassy be responsible of the distribution of services from the vendor’s delivery point up to the telephone equipment? A3. Physical lines are terminated at the Embassy Demarcation Point. The vendor is responsible for installing any additional hardware to ensure that signaling is received at the Embassy Main Frame Room. The Embassy will provide Multimode fiber connectivity from the Demarcation Point to the Main Frame Room. Q4. Cual es la norma a utilizar acorde a la interfase ya existente? Which is the regulation to apply according to the existing interface? A4. The vendor will be required to survey and install any necessary converters, interfaces, or repeaters to get signaling from the Demarcation Point to the Main Frame Room. Q5. Se habla de fibra para liberar el cobre ya existente? Did you mention something about using fiber to replace the existing copper cables? A5. The Vendors are expected to provide signaling/service via Fiber Optic cable. Existing copper infrastructure will remain in place. Q6. Quien deberá tramitar los permisos en la alcaldía para la realización de los trabajos en el área, el proveedor o la Embajada? Who will be responsible to ask for the Municipality authorization to perform works in the Embassy area? Will be the vendor or the Embassy? A6. The Vendor will be responsible for obtaining any and all authorizations, licensees, or permission required by the local government offices or municipalities. Q7. Existen las facilidades para hacer este tipo de trabajo sin inconvenientes? Is there accessibility to do this kind of job without any inconvenience? A7. Yes, there is accessibility to do this job. The equipment is located at the Embassy demarcation point which is located outside the main Embassy compound. All employees of the communication company must be cleared prior to working at the demarcation point by the RSO and a complete listing of contracted employees must be submitted prior to starting. The work schedule must be agreed on by the COR in consultation with the RSO. Q8. La Embajada instalara otra fibra adicional a la que la compañía proveedora instale? Will the Embassy provide an additional fiber to the one that the vendor does? A8. The Embassy will be providing 12 pair Multimode fiber optic and two 100 pair copper connectivity from the Embassy Demarcation Point to the Embassy Main Frame Room. Q9. Por el tipo de infraestructura y servicios a instalar, esta seria responsabilidad total del proveedor o la Embajada también participaría en dicha instalación? Because of the infrastructure and the services to provide, will this be a total responsibility of the vendor or the Embassy will also participate in the installation? A9. The Vendor will be responsible for any and all infrastructure installation from the city node to the Embassy Demarcation Point. The Vendor may submit cost proposals for infrastructure installation from the Embassy Demarcation Point to the Main Frame Room. Q10. El mantenimiento de las líneas serian únicamente al punto de demarcación para la entrega o también las que se instalaran dentro de la Embajada? Will the maintenance of the lines be only to the demarcation (delivery) point or also to the lines installed inside of the Embassy? A10. The Vendor will be responsible for the maintenance for the physical lines and any associated hardware installed up to and including the Embassy Demarcation Point. Q11. Quien provee el servicio de energía eléctrica? Who will provide the electric energy service? A11. The Embassy will provide electrical power (specification to follow) in the Demarcation Point. Q12. Dada la distancia entre el punto de entrega del servicio y los equipos, podría el proveedor instalar un equipo adicional dentro de la Embajada si la señal no sea adecuada? Because of the distance between the demarcation (delivery) point and the telephone equipment, could the vendor install extra equipment inside of the Embassy if the signal is not good enough? A12. The Vendor will be required to survey and install any necessary converters, interfaces, or repeaters to get signaling from the Demarcation Point to the Main Frame Room. Q13. If the vendor install equipment inside of the delivery point room, will there be the required conditions for the good maintenance of them? A13. The Embassy will provide an environmentally maintained space in the Demarcation Point. Q14. Se debe considerar entrar con cable adicional al que ya existe instalado? If the answer is yes, who will be responsible of the installation? A13. The Vendor will be required to survey and install any necessary physical lines, converters, interfaces, or repeaters to get signaling from the Demarcation Point to the Main Frame Room. Q14. Tienen fibra interna disponible? Is there any internal fiber available? A14.The Embassy will be providing 12 pair Multimode fiber optic and two 100 pair copper connectivity from the Embassy Demarcation Point to the Embassy Main Frame Room. Q15. Definitivamente no existe la facilidad de llegar desde el punto de entrega del servicio al interior de la embajada? Is it definitive that there is no feasibility in entering from the demarcation point to the Embassy compound? A15. Physical lines are terminated at the Embassy Demarcation Point. The vendor is responsible for installing any additional hardware to ensure that signaling is received at the Embassy Main Frame Room. The Embassy will provide Multimode fiber and Copper connectivity from the Demarcation Point to the Main Frame Room. Q16. Será necesario reemplazar los 3 cables de cobre de 100 pares existentes? Will be necessary to replace the 3 copper cables of 100 pairs already existing? A16. The Vendors are expected to provide signaling/service via Fiber Optic cable. Existing copper infrastructure will remain in place. After the site visit, the following Key Elements of the Solicitation were detailed by Partricia de Fuentes and each company was provided with a package containing this information: Submittal of technical or contractual questions in writting by fax to (503) 2501-2153 or email: RiceDR@state.gov Only written responses from the Contracting Officer are considered official. Any notice of changes will be issued in Fed Biz Ops at www.fbo.gov and is the responsibility to frequently check the site for changes. The Embassy is exempt of IVA Submission of offers in accordance with FAR Provisions 52.212.1. All quotes shall be submitted in an electronic format to goodwinelc@state.gov, one original hardcopy shall be submitted to CO, U.S. Department of State Florida Regional Center, Attn: Lisa Goodwine. Closing date and time of receipt of quotations: February 16, 2006 at 12:00 p.m. Eastern Standard Time. Proposal must be responsive. Responsiveness means that: all required documents are submitted, the documents submitted are properly executed, the documents are submitted by the due date. Proposals shall be submitted in both English and Spanish Languages Failure to submit properly executed proposal documents in a timely fashion may be considered “Non-Responsiveness” and your offer may be rejected. Contractor must be determined “responsible” The Contracting Officer will complete responsibility determination following the receipt of offers, prior to contract award, and for the apparent low offeror. Additional information may be requested from your firm to support your ability to accomplish the project. Clause 52.217-9 Option to extend the term of the Contract, allows the exercise of options to be the choice of the Government not the Contractor. Following this review the floor was opened for questions: Dale Rice told group again to e-mail all questions in English to her e-mail address and that all questions and answers would be posted on the web-site www.fbo.gov for review. Ron Dick added that there would probably be an amendment to the solicitation based on some additional information and the providers would only need to bring their services into the IBS (the location viewed during the site visit). He also said to submit any type of technical questions on fiber, connections, etc. and the information would be supplied. The question was again asked if the “services” requested would be split between offerors – no answer was given the individual was asked to submit that question in writing. Conclusion: The site visit and pre-proposal conference concluded, and attendees were thanked for their presence and expression of interest in serving the U.S. Government. The meeting was adjourned at 11:50 am. Questions and answer asked after the site visit. Q1. Can the contract be awarded partially? A1. If the question is in reference to multiple awards, yes this is a possibility. The government reserves the right to award either a single contract for all the work described in the Statement of Work (SOW) or multiple contracts as a result of the Request for Quotation. The award will be made to the quoter or quoters who offer the best value to the government, price and other factors considered. Q2. How many ISDN BRI's are required? A2. Six ISDN BRI would be required. Q3. Can we deliver an E1 PRI and use the Embassy's BRI Ports on the Nortel PBX to provide this Service? A3. The Embassy does not have the indicated PBX and is unable answer this question. Q4. After our last meeting since the services demarcation point is outside, are we still going to be required to replace the Copper Wire(3) and to provide the 300 Analog lines? A4. Amendment 04 to this combined synopsis/solicitation will be issued reflecting changes to the original statement of work, which will answer this question. Q5. We are unable to find amendment on FedBiz. Could you kindly point us in the right direction to find the new information? As the point of delivery of all communication services it will be in the Embassy’s parking booth, All the services of: Uninterruptible energy (UPS), polarization Maximum 2 Ohms, Air Conditioned , Rack, Trays and Voltage of -48 VDC and 110 y 220 VAC and a good illumination, are these provided by the Embassy? A6. The Embassy Demarcation Point will be environmentally sound and maintained by Embassy personnel. This location will have Air Conditioning, 110 Volt Power outlets, Circuit Breaker Box, and Florescent lighting. Air Conditioning unit will be maintained by Embassy staff. Power outlets will be connected to the Embassy generator system. Any other requirements will be the responsibility of the vendor. Q7. Does understand that the interfaces and connectors that should be install at the Embassy’s parking booth, will be provided by the supplier to which is awarded the service, so that the embassy buys the corresponding equipment, is this correct? A7. Any and all equipment installed that is needed to supply the services required will be rented by the Embassy. The vendor will be responsible for the installation, maintenance, repairs, or replacement of the equipment. Q8. The responsibility of taking the services from the parking booth to the interior of the buildings, Isn’t it of the Embassy? A8. The vendor will be responsible for installing any necessary equipment to ensure that signaling is transverse through provided infrastructure. The Embassy will provide 12 pair multimode fiber connectivity from the Embassy Demarcation Point to the Embassy Main Frame Room. Q9. Is could be possible to provide the cable of optical Fiber Monomode to the Embassy so that it installs it internally, with the purpose of avoiding of converting from Monomode to Multimode? A9. The Embassy will provide 12 pair multimode fiber connectivity from the Embassy Demarcation Point to the Embassy Main Frame Room. Q10. Is there exists any major percentage in the evolution of the recruiting of the services, if for security these set up of two different nodes in data and telephony, and these services are taken by routes underground different from optic fiber in the roads, from the supplier's nodes until the Embassy? A10. All primary services provided should be provided via Fiber Optic Media. Any secondary or alternate communication paths for redundancy may transverses across copper infrastructure. Q11. When will be the date to install? A11. Amendment 04 to this combined synopsis/solicitation will be issued reflecting changes to the original statement of work, which will answer this question. Q12. Could the service be awarded to a single supplier or in form partially to several? A12. See answer A1. Q13. Does the American Embassy assure that the energy provided in the parking booth (110 and 220 VAC, -48 VDC and UPS) will be 100% steady and will there never be interruption in the service? A13. The Embassy Demarcation Point will be environmentally sound and maintained by Embassy personnel. This location will have Air Conditioning, 110 Volt Power outlets, Circuit Breaker Box, and Florescent lighting. Air Conditioning unit will be maintained by Embassy staff. Power outlets will be connected to the Embassy generator system. Any other requirements will be the responsibility of the vendor. Q14. Will the American Embassy allow to place a battery bank to feed the supplier's equipments as a back-up, giving bigger support of the supplier's equipments in the booth? A14. See Answer 13. Q15. The primary equipments that will settle in the parking booth (Router and Multiplexer) will deliver ports G.703(BNC) and V.35, to take the sign toward the interior of the American Embassy is needed a couple of identical equipment to settle down between the booth and Room of Communications of the Embassy, will these equipments be provided by the American Embassy or by the supplier?. A15. All the equipment that is required to provide services will be provided by the vendor. Q16. The Service of Internet will be given in V.35 or G.703 in the booth, in the room of communications of the American Embassy, it is needed to receive it a router with interface either V.35 or G.703, this router will be provided by the supplier or by the American Embassy? A16. See answer A15. Q17 To withdraw the 300 direct analog lines (Cable), it will be made by the provider awarded or by the Embassy? A17. See Answer A4. Q18. Can a vendor be awarded with a partial contract to provide only one or two of the services requested by the Embassy? A18. See answer A1. Q19. In order to prepare an accurate quotation; can we have in advance a list of addresses where the internet services will be provided? A19. For security reasons we are not able to provide this request information. Upon award of contract all information as needed will be provided. Q20. Which is the type of internet ratio that the American Embassy needs, 1:1 or 1:5? A20. The requested Internet Bandwidth should be dedicated and available 99.99% of the time. Q21. How many IP publics the American Embassy needs? A21. Current Public IP address schema is a Class A routable internet address super netted to give a range of over 500 addresses. Digital Lines (E1 DID ISDN Euro) Q22. What is the type of E1 interface (08 E1 total) on each PABX? A22. Standard RJ-45 connectors are utilized. Q23. Distance from the MDF at the Demarcation Point to each PABX where the E1’s will be connected? A23. The distance from the Embassy Demarcation Point to the Embassy Main Frame room is approximately 300 meters. Q24. Can we use the Internal Copper Wire to deliver the E1’s to each PABX? A24. No Land Lines / Leased Lines The requirements of this Item state the following: “Replacing Copper Wire (3) with Fiber (3) including distribution Fibers on both ends (Multimode). Replace 300 direct analog lines with 24 pair of fiber cables using Multimode for use with State an AID….” Q25. At the Pre-Proposal conference held January 10, it specify the all the services where to be deliver at the Demarcation Point, if so, this items contradicts what was said on the conference. Please clarify this item? A25. See answer A4. Q26. If we need to replace the Cooper for Fiber, when can we hold a Site Survey at the Embassy Facilities? A26. If existing infrastructure is to be removed the awardee of the contract may conduct surveys as need to perform the jobs necessary. Data Interface Service Q27. To complete the bid, we need a list of EAC member address to deliver the Internet Connection. When can we have this list? A27. This information will not be released (for security reasons) at this time. The information will be released upon award of the contract. Q28. For the Broadband connection for the Internet at the Embassy, the Router will be installed at the demarcation point, is there a free fiber Pair from this Point to where the LAN Switch is connected? A28. See answer A9. Q29. If so, the fiber is Multimode or Monomode? A29. See answer A9. Q30. Is there a LAN port an the Demarcation Point, If so, what type is it (copper or Fiber)? A30. Current infrastructure does not support LAN connectivity to this location. DVC (Digital Video Conferencing) Q31. What is the interface to be deliver for each BRI (U or S/T)? A31. Current Interface is BRI N/T. Q32. Can we use the Internal Copper Wire to deliver each BRI internally? A32. Copper connectivity for this capability is acceptable. Q33. Distance from the MDF at the Demarcation Point to each location where de BRI will be connected? A33. The distance from the Embassy Demarcation Point to the Embassy Main Frame room is approximately 300 meters. Internal BRI utilization distance is approximately 200 meters. Q34. The video conferencing will be done via ISDN lines, is there another way that the embassy has this video conferencing? A34. No, current infrastructure supports DVC via ISDN. Q35. In the document there is a paragraph that mentions IP Network via Fiber and the Bandwidth capability of no less than 512Kbp , Is there another point that will be connected using the IP Network internally o externally? A35. See answer A4. Cellular Phone Service On this item it states the following • Cellular Networks must have capability to provide Micro Cells inside the embassy. Q36. When can we hold a Site survey to evaluate the need of these Micro Cells inside the embassy? A36. See answer A4. Q37. If is necessary to install Fiber to connect the Micro Cells inside the embassy, who will be responsible for the installation of this Fiber? A37. See answer A4. Q38. If the Embassy has Fiber internally, what type is it? A38. Current Infrastructure supports 62.5 micron multimode fiber optic media. Q39. Can we use this fiber to connect the Micro cells? A39. See answer A4. Q40. What type of model is the embassy requiring for these services? A40. Cellular devices should be compatible with the vendor’s cellular network. Extra Documents For The Proposal Q41. Is the Embassy requiring some specific extra legal documents such as financial statements, Scripture of constitution of the company, references, or any other commercial or legal document that has to be attached to the economical proposal? A41. Please refer to the combined synopsis/solicitation, start specifically at FAR 52.212-1, Instructions to Offerors for the requirements of the quote. Q42. For fixed lines telephony, both switches connection can be in a same geographic location, considering redundancy for Tx in all path? A42. For redundant communication lines, pathways should go to different locations. Q43. It will be any recurrent charge for traffic between fixed lines and cellular lines for the embassy and what will be the approximated volume traffic between both lines? A43. See answer A4.
