Description
The Social Security Administration (SSA) is seeking responsible vendors capable of providing Commercial-Off-The-Shelf (COTS) software and hardware products that would provide an enterprise solution for Online Certificate Status Protocol (OCSP) validation of digital certificates. The products will be used to establish a digital certificate validation solution in support of SSA?s implementation of Homeland Security Presidential Directive-12 (HSPD-12) Personal Identify Verification-2 (PIV-2). The minimum mandatory requirements are: (1) Shall provide OCSP validation of Entrust x.509 certificates. (2) Shall comply with Federal Information Processing Standard 201 (FIPS 201) in support of Homeland Security Presidential Directive 12 (HSPD-12). (3) Shall support the use of an external PKI Shared Service Provider (SSP) Certificate Revocation List (CRL) via TCP Port 80. (4) Shall utilize distributed OCSP responder appliances for availability and performance. (5) Distributed OCSP responders shall not require key storage or secure hosting. (6) Shall provide pre-signed responses from a centralized Validation Authority (VA). (7) Validation Authority shall meet Common Criteria EAL3 certification. (8) Shall scale to at least 150,000 smartcard holders for both logical and physical access validation requests with up to 4 certificates per smartcard (600,000 certificates). (9) Shall be fully compatible with Microsoft Active Directory and Microsoft Windows workstations. (10) Shall provide a browser interface for product administration. (11) The products shall be compliant with Section 508 of the Rehabilitation Act. (12) The products shall be compliant with Internet Protocol Version 6 and interoperate with other systems and protocols in both IPv4 and IPv6 modes of operation. The products shall be able to receive and process IPv6 packets and transmit or forward as appropriate. Interested vendors must submit information in sufficient detail to clearly demonstrate their ability to meet the above Agency mandatory requirements. In order to ensure consideration the information must be submitted within 20 calendar days of this publication and must refer to SSA-RFI-06-1006ef. Vendors responding should indicate whether their products are available on GSA schedule. Pricing data may be submitted. This is not a request for proposal and the Government does not intend to pay for information submitted. Requests for copies of a solicitation will not be honored or acknowledged. Respondents will NOT be notified of the results of the evaluation of the information received. No contract award will be made on the basis of responses received; however, this information will be used in SSA?s assessment of capable sources. Submittal of the information in electronic format is preferred and shall be submitted to Elizabeth.Faykus@ssa.gov. If unable to provide information electronically, two copies of the response to this notice shall be submitted for receipt within 20 calendar days of this publication and should refer to SSA-RFI-06-1006ef.
