Description
Request for Information (RFI). The Medical Communications for Combat Casualty Care(MC4) System is soliciting information from industry that will assist in the procurement and deployment of a Microsoft? Windows Mobile handheld device. The handheld d evice will support electronic capture of medical treatment and post-deployment health assessment data in an austere deployed military environment prone to dust, sand, extreme heat, and vibration. Specifically, this RFI seeks the following information: De tailed product description; Options and accessories; Approximate cost; Product life cycle information; Projected product availability; and Product support. KEY RFI DATES: Responses are due to this RFI by 4:00 PM on February 24, 2006; questions concerning this RFI are due by 4:00 PM, February 9, 2006; request for attendance at a public Information Exchange Meeting are due by 4:00 PM, February 3, 2006; the aforementioned Information Exchange Meeting will take place on February 13, 2006. REQUIREMENTS. The handheld device must meet the following requirements: (1) Processor: Handheld processor speed shall be greater than or equal to 624 MHz; Handheld processor shall be an XScale or equivalent technology core-based CPU. (2) Memory: Handheld total memory shall be greater than or equal to 192 MB; Handheld Read Only Memory (ROM) shall be greater than or equal to 128 MB; Handheld Synchronous Dynamic Random Access Memory (SDRAM) shall be greater than or equal to 64 MB; Handheld shall have non-volatile memory g reater than or equal to 80MB. (3) Expansion Slot: Handheld expansion slot shall accept Secure Digital (SD) memory cards; Handheld expansion slot shall accept Compact Flash (CF) Type I and II cards; Handheld expansion slot shall accept Universal Serial Bus (USB) devices onboard or via adaptor. (4) Display: Handheld display shall be no less than 3.5 diagonal measurement; Handheld display shall be no less than 240 x 320 pixels; Handheld display type shall be Thin Film Transistor (TFT) Liquid Crystal Displa y (LCD) panel or later technology. (5) Connectivity: Handheld shall support IEEE 802.11x wireless protocol; Handheld shall support Bluetooth; Handheld shall provide USB synchronization capability. (6) Input: Handheld shall accept input via the use of a stylus; Handheld shall have on screen keyboard. (7) Physical: Handheld shall weigh no more than 3 lbs. to include any rugged or protective casing; Handheld shall be no larger than 7 long by 5 wide by 2.5 deep to include any rugged or protective cas ing; Handheld must be rugged or have ability to fit into a hardened case; Handheld shall have covers for all ports, either attached or unattached, when ports are not in use. (8) Power: Handheld battery shall be a rechargeable Lithium Ion or equivalent t echnology; Handheld shall support an external battery pack; Battery discharge with full backlight and power saving mode off shall be no less than 6 hours; Battery discharge with complete backlight dimness and power saving mode on shall be no less than 24 h ours; Battery shall recharge within 2 hours or less; Handheld shall have user configurable power management capabilities; Handheld shall be capable of charging via a commercially available disposable battery adaptor; Handheld dock shall be capable of charg ing the handheld via Alternating Current (AC) power; Handheld shall be capable of charging via AC power cord adaptor. (9) Environmental: Handheld shall be operable in military tactical environments in accordance with MIL-STD-810F for heat, dust, shock, vibration and moisture. RFI RESPONSE FORMAT. Responses to this RFI may be in the following format. This outline is intended to minimize the effort of the respondent and structure the responses for ease of analysis by the government. Nevertheless, respo ndents are free to develop their response as they see fit. SUGGESTED RESPONSE FORMAT: Section 1 High-level Product Description. Provide high-level product d escription to include key features of the handheld and physical views or images of the device. Section 2  Detailed Technical Specification. Provide detailed technical specification for the handheld to include the requirements listed above in this RFI. Section 3  Options and Accessories. Include a list and description of any customizable options or features for the handheld as well as a list of compatible accessories. Section 4  Approximate Cost Information. Provide cost estimates for the handheld a nd any options or accessories. Section 5  Product Life Cycle Information. Provide product life cycle information to include date of obsolescence and any follow-on product lines. Section 6  Projected Product Availability. Provide information on projec ted product availability to include dates and quantities of handhelds that can be purchased. MC4 typically needs to purchase handhelds in quantity with short notice. Section 7  Product Support. Provide information on product support such as warranty an d product replacement details. INFORMATION EXCHANGE MEETING. MC4 will hold an information exchange meeting on Monday, February 13, 2006 to discuss this RFI with interested potential respondents. This meeting will be held at the Johns Hopkins University A pplied Physics Laboratory in Laurel, Maryland. Detailed time and location information will be made available prior to the meeting. If you wish to attend this meeting, please respond to the Contact provided at the end of this RFI prior to February 3, 2006 . All questions, requests for clarification, and requests for additional information regarding this RFI must be submitted to the Contact not later than 4:00PM on February 9, 2006. All such questions and requests must be submitted by e-mail. Responses to such questions and requests shall be at MC4s sole discretion and nothing in this RFI shall create an obligation by MC4 to respond to the submitting party at all. Responses may, at MC4's sole discretion, be discussed at the Information Exchange meeting. DISCLAIMER. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will n ot be returned.
