Description
The Drug Enforcement Administration (DEA), Office of Information Systems (SI), in coordination with the DEA Office of Acquisition Management is developing the acquisition strategy for the Enterprise Maintenance Services Contract (EMS). The scope of the EMS Contract is to acquire, under a firm-fixed price contract vehicle, a full range of Information Technology (IT) services need for operation and maintenance of the DEA unclassified network infrastructure that supports the DEA mission. Specifically, the contract awarded will provide all necessary personnel, management, materials, administrative and technical support services listed below: a) This contract applies to the following DEA IT services: Hardware o HQ - Blackberry Servers, Laptops (Small Firebird Initiative (SFI) only) Software Preventive & Remedial Maintenance System Builds/Upgrades/Software Deployments/Includes Build Recalls Monitoring System/Software Tools Network Administration Email Support (Includes External Email) Field Engineer/IT Specialist Intranet (FIREBIRD) & Internet On-site Support for FIREBIRD (HQ & Field) No Hardware & Desktop Maintenance/Support at HQ Provide Hardware & Desktop Maintenance/Support in the Field Troubleshoot all but HQ?s Servers, Routers & Switches Troubleshoot non-FIREBIRD hardware and software in the Field (Includes all networked and non-networked computers) Troubleshoot MERLIN (Classified System) Hardware and Software in the Field Administration, Management & Execution of All Field O&M IT Support Mainframe Administrative Maintenance COOP Participation/Involvement Configuration Management and Information System Security b) Receive under a performance-based arrangement, services that meet or exceed customer requirements and expectations. c) Create a partnership between DEA and industry which provides the most efficient and effective solution for the lowest overall cost. d) Provide recommendations on consolidation and/or other methods of achieving performance efficiencies e) Provide stable, reliable and responsive IT support that meets the needs of DEA, which is ?Transparent? to DEA users. f) Establish appropriate and effective monetary and non-monetary incentives that fundamentally align the interests, motivations, and behaviors of the contractor and Government to ensure continuous alignment of service delivered to DEA mission performance. g) Throughout the life of this effort, demonstrate improved performance, reliability, security and reduced cost of the delivered service. h) Maintain the highest level of service consistent with cost effectiveness. i) Provide world class IT operation and maintenance services j) Provide system monitoring and administration, which encompasses all activities to identify, report, and track system problems across the FIREBIRD Enterprise. k) Have access to a highly trained and experienced staff to efficiently assist customers experiencing problems. The highly skilled staff must be able to assist end users by answering a vast range of basic to complex technical questions for supported software applications and systems l) Given the dynamics of the information technology and telecommunications market, establish a contract arrangement that easily accommodates change. The EMS Contract will be a single-award contract vehicle awarded through full and open competition. The Government intends to conduct this acquisition under FAR Part 15, Contracting by Negotiation. Contractors will be required to support a minimum SECRET security clearance. The period of this contract will be a one-year base with four, one-year option periods. The estimated total value of this acquisition is $65 million. DEA will be conducting Market Research as part of the acquisition planning phase. As such, a draft SOO can be found at http://www.dea.gov/. In addition, the government may conduct one-on-one market research sessions, as described at FAR 15.201 (c) (4), with selected vendors. Furthermore, the government plans to utilize the Advisory Multi-Step process as described in FAR part 15.202, as well as conduct Due Diligence after the final RFP is released.
