- This is a combined synopsis/solicitation for commercial supplies prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. Simplified procurement procedures will be used as well as commercial item acquisition regulations per FAR 12. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The reference number for this effort is APPQWR43-0035-6 and the solicitation is issued as a request for quotation (RFQ). The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) can be accessed on the Internet at http://farsite.hill.af.mil/ This is set aside for small business. The associated NAICS Code is 326199 and the small business standard is 500 employees. This requirement consists of One (1) line item: Aramid fiber honeycomb coated or impregnated with a heat resistant phenolic resin. Sheet size to be 0.260 inches (thickness) x 22.5 inches (ribbon direction) x 15.50 inches (width) with hexagonal 1/8 (.113 to .138) inch cell size. Tolerate washing in a bleach solution after each use. Packaging must be in suitable containers that prevent damage to honeycomb sheets when shipped by common carrier. Each shipment container shall have a packing slip identifying the contract number and quantity shipped. Packaging slip shall be enclosed in a weatherproof plastic pouch attached to the outside of the container. Deliverables will be at FOB Destination to: USDA APHIS PPQ PBWRF 3645 East Chipman Road Phoenix AZ 85040. Send (1) Bid Sample to Phoenix AZ address by 02/10/2006. Requested Delivery Requirements: Quantity of 6000 unit pieces to be delivered by February 28, 2006 with remaining 6000 unit pieces to be delivered by March 17th, 2006. The provision at 52.212-1 Instructions to Offerors - Commercial applies to this solicitation. The provision at 52.212-2 Evaluation - Commercial Items applies to this solicitation. Award will be made to the offeror whose proposal represents the Best Value to the Government. Best Value to the Government based on technical capability of the item offered to meet the Government requirement as stated in Statement of Work (SOW)and price, with technical capability significantly more important than price. The provision 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this solicitation. The contractor shall return a completed copy of the Offeror Representations and Certifications with their quotation. A copy of the provision may be attained from http://www.arnet.gov/far.
