Description
The Department of Homeland Security, Customs and Border Protection (CBP) intends to conduct a unrestricted large business competition among vendors to provide Pre-employment medical services, Employee Medical Services, Fitness for Duty Exams, Return to Work Reviews, as well as Drug/Alcohol Testing (based on scientific and technical guidelines issued by the Secretary of Health and Human Services and the Department of Transportation) to ensure that their employees are fully qualified to safely and efficiently perform the essential duties of their respective positions. These services include, but are not limited to: medical and physical screenings, fitness/performance assessments, specialty physician review, special physician advisory services: Audiologist, Cardiologist, Orthopedists, Neurologist, Endocrinologist, Pulmonary Specialist, Rheumatologist, and Aviation Medicine. The examining medical facilities must be located within the 48 contiguous states, Alaska, Hawaii, Canada, Puerto Rico, the Virgin Islands, Guam, and at various other duty locations. The examining medical/fitness/collection facility selected to perform the agency directed service must be located within 60 miles of the individual?s home or business address. At times, a routine medical examination may be provided to some employees either on a scheduled basis or on an as-needed basis, depending on the occasion and/or the requirements of the individual position. The exam location may exceed 60 miles of the employee?s home or workplace for the independent medical exams. Additionally, the Government reserves the right to require a full-field background investigation of any contractor employee assigned to perform services if deemed appropriate by CBP. The primary contractor is responsible for ensuring that all information and medical records obtained are maintained in a strictly confidential manner. The records must be stored either in locked, fireproof metal filing cabinets or in a secured room that is not accessible to the general public or visitors. All records are subject to the Privacy Act, 5 USC, 552a and to the Health Insurance Portability and Accountability Act. The primary contractor shall have the electronic capacity to provide CBP with medical, fitness testing, drug testing, and/or invoice statement files on a regular basis, in a CBP-specified format, compatible with the agency?s software. File format, media, and frequency may change throughout the life of this contract. The contractor shall adjust processes as needed to meet any deadlines for changes specified by CBP. The contractor shall be able to adhere to the various requested service timeframes established by CBP. The contractor must have the capability to maintain a data system, accessible remotely by CBP authorized employees, which enables the user to determine the current status of a requested exam at any time and shows the dates that key events occurred in the process. In addition, the contractor must provide the users with the ability to produce standard and ad hoc reports from the data system. The resulting firm-fixed price labor rate, requirements contract resulting from the upcoming solicitation will be for a base year and four option years. Contract award must include all or none of the complete requirement.
