- Description
- The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Geophysical Fluid Dynamics Laboratory (GFDL), Princeton, New Jersey, is issuing an intent to negotiate a sole source procurement with Mathworks Incorporated, in support of the existing MATLAB software, licensing and technical support. The requirement for the additional software will be used to continue support in the scientific research of behavioral factors relative to the atmosphere and the oceans complex fluid system. The continuity of this software is imperative to GFDL’s continued mission essential research programs. The MATLAB software is 100% compatible and will work with the existing system. The statutory authority is 41 U.S.C.253(c)(1), Only One Responsible Source. The applicable NAICS code is 541512. The size standard is not to exceed $21,000.000.00. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR clauses 1352.239-74, Security Processing requirements for Contractors/Subcontractor personnel for accessing DOC Information Technology Systems (Oct 2003) and 1352.239-73 Security Requirements for Information Technology Resources (Oct 2003) applies. Interested parties may identify their interest and must provide evidence of their capability to respond to this requirement by Dec 30, 2005. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note 22 applies.
