Description
The Washington Headquarters Services (WHS) is a field activity of the Department of Defense and is comprised of several Directorates providing support to the Office of the Secretary of Defense. In the past, each Directorate has been responsible for its own Information Technology (IT) support and has done so through separate contracts each supporting a single Directorate. In June 2004, a new WHS organization was formed, the Information Technology Management Directorate (ITMD). ITMD is charged with providing all IT support to WHS in a consolidated enterprise approach. ITMD is responsible for delivering an efficient, performance-based IT environment with a prime support contractor who is fully accountable for integrating and delivering world-class services and performance. ITMD is currently planning a competitive acquisition to select a prime contractor to provide this support. ITMD released a Request for Information (RFI) to industry on October 19, 2005, and received inputs from interested offerors on November 16, 2005. The RFI provided, in part, the following draft documents: Statement of Objectives; Service Level Objectives; Work Breakdown Structure; and several documents describing the WHS IT environment. These documents have now been updated and are attachments to this presolicitation notice. Based on the information collected in market research and upon further analysis by the Government acquisition team, WHS has determined that the forthcoming competitive acquisition will be for a single, winner-take-all contract with the winning prime contractor providing WHS information technology support under one consolidated effort. Further, the Government currently anticipates conducting this acquisition as a small business set-aside under the procedures of FAR Subpart 19.5. Under the authority of FAR 15.202, Advisory Multi-Step Process, interested small business prime contractors (NAICS 51/54) are invited to submit information that will allow the Government an opportunity to advise them about their potential to be a viable competitor in the upcoming competitive acquisition. To this end, small businesses are encouraged to form teaming arrangements, joint ventures or subcontracting agreements if necessary to increase their capability and viability to provide the required level of support. A separate document will be posted to FBO providing interested offerors information necessary to respond to this Pre-solicitation Notice.
