Description
The United States Environmental Protection Agency, Region 6 Office (EPA), is submitting a Sources Sought Announcement to determine if there are businesses, local, state or federal agencies, able to meet the requirements of the subject notice. The EPA is requiring a party to provide an incident command post and living quarters. The EPA is requiring a minimum of approximately six acres of level land which would or could support a facility, with a minimum of approximately 35,000 square feet of office space. The facilities must have an auditorium, conference/meeting space, restrooms, storage, and cafeteria/kitchen space. The area must have sufficient parking to accommodate a minimum of two-hundred and twenty-five vehicles, and various operational pieces of equipment of various sizes. The mentioned square footage and parking must be able to be easily segregated and secured, if the facility and surrounding site contains more square footage and acreage than required. See full requirements set forth below. The facility must be accessible and operational 24 hours per day, 7 days per week, including Federal, Local, and State holidays. The facility and associated quarters must be located in the metro New Orleans, La. area. The current location (LA Technical College, Metarie, LA) provides space for both the Louisiana Unified Hurricane Response Incident Command Post and quarters for the assigned command post personnel. Interested parties may indicate interest in providing space for either the command post, living quarters, or the command post and the living quarters. The command post and living quarters may be on the same facility, or separate locations. However, if the command post and quarters are not in the same facility, they must be within two to five miles of each other. The date for occupancy of the command post and living quarters is March 1, 2006. Interested parties must submit a narrative qualification/capability statement, that is no longer than ten pages. The statement must explain or demonstrate how the interested party can provide the service(s). . You must specify at the beginning of the statement, if you are submitting the statement for the whole complex, or a portion thereof. The statement must provide details regarding personnel capabilities, current facilities/space, office location, size of firm, financial resources, other contracts, quality assurance procedures currently in place, and capabilities/experience necessary to perform the requirements. A single entity does not have to possess all of the capabilities to perform but would need to demonstrate how the requirements would be covered. An entity or entities may submit their qualifications based upon a teaming arrangement. The statement may include other pertinent information, such as space layouts and designs. The statement must be in either WordPerfect, MS Word or PDF format. EPA cannot accept other versions. NAICS Code 531, "Real Estate" applies to this Sources Sought. Command Post Features of the command post must include - with little or no reconfiguration/build-out required at no cost to the Government- 35,000 square feet of single story contiguous office, auditorium, cafeteria/kitchen/dining, conference/meeting and storage space; single, secured/controlled point of entry for 24 hour/7day per week security; parking inside a fenced, well lighted and secured site with sufficient parking for a minimum of 225 vehicles and the various operational pieces of equipment of various sizes (government owned or leased vehicles, contractor RV?s, boats, emergency response vehicles); Water, fire protection, sanitary sewer, natural gas, electrical and telephone service; emergency response by local fire and police within five minutes of call; fuel (gasoline and diesel) station accessibility within two miles of command post; easy accessibility to major traffic arteries, restaurants, banks and retail establishments to support and facilitate operational efficiency; helipad and airport facilities within two to five miles; compliance with all applicable Local, State and Federal building, accessibility and fire codes; Ability for Government to install wireless IT/Telecommunications capability as - 3 T1 lines, 2 for data and 1 for voice; approximately 50 cable drops; dedicated electrical circuit; drop ceilings; no radiant barriers; and satellite cable TV service; Adequate heating, ventilation and air conditioning (HVAC) systems to support square footage as well as special ventilation needed for Geographic Information Systems (GIS) capability; receiving/distribution area with sufficient adjacent site vehicular circulation to allow access by Federal Express and various supply delivery trucks. Prefer office space area to be completely/partially furnished with sufficient tables, chairs and desks to accommodate Incident Management Team (IMT) operations such as - general staff meetings for a minimum of fifty individuals, separate Command Center, sample packaging and shipping area and large receiving/supply room. Logistics area must include a lockable storage area of no less than 250 square feet with built-in-shelving. Additional office space for media and press operations; conference space for 4 simultaneous but separate meetings, operations center for 20 people, GIS operations, kitchen/cafeteria accommodations for on-site meal preparation, dining and coffee breaks, office area for 5 individual organizations, in-processing area for new staff, separate room/facilities for IT operations. Some spaces may have more than one purpose. Quarters Quarters must provide sufficient living accommodations to support the Louisiana Unified Hurricane Response IMT and associated unified support personnel, and, shall be accessible 24 hours per day, 7 days per week, including Local, State and Federal Holidays. The Command Post and the quarters can be provided within the same facility or can be located within two to five miles of each other. Quarters may either a hotel/motel/inn or RV?s/trailers, with available accommodations for a minimum of 120 people, with one person per bedroom area. Please note that the number of RV/trailers or hotel/motel or inn rooms are subject to change as dictated by operational necessity. If the quarters are provided within the Command Post complex, space shall be available to accommodate the number of required RV/trailer units within the secured area. In order to ensure RV/trailers can hook up and provide full restroom/shower capabilities, the site must provide utilities such as water, sanitary sewer and electrical services. The complex where RVs/trailers are provided, must be fenced, well lighted and secured with a secured/controlled point of entry for 24hour/7day access if located apart from the Command Post. Additional requirements for quarters must include: individual access to high speed internet connections; individual TV service to watch local news; individual small refrigerator and microwave; adequate heating, ventilation and air conditioning (HVAC) systems. The contractor must service (clean) Rooms/RV?s/trailers daily, with sheets changed at least weekly, or upon personnel rotations. There must be on-site laundry facilities availability, or the ability to provide or weekly individual laundry service; provide toilet paper, liquid soap and towels. There must be access to parking for a minimum 120 vehicles; emergency response by fire and/or police within five minutes of call; fuel (gasoline and diesel) station accessibility within two miles; easy accessibility to major traffic arteries, restaurants, banks and retail establishments to support and facilitate operational efficiency.
