- Description
- The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division intends to acquire services that will support Naval Personnel Command (NPC)/Navy Alcohol and Drug Abuse Prevention (NADAP) program. Work will be performed at NPC in Millington, TN. This contract will provide NADAP technical and administrative support of the NADAP program systems. ADMITS Specialists manage and control access to ADMITS and assist field users in the Fleet in the operation of ADMITS. ADMITS Specialists are instrumental in setting up user accounts and controlling access to secured data contained in the web-based urinalysis-tracking program. Navy Drug Screening Program (NDSP) is an automated database program maintained by Urinalysis Program Coordinators in the Fleet for the administration of mandated command drug urinalysis in support of initiatives to detect and deter illicit drug use. NDSP Specialists provide support in the operation and maintenance of the Navy Drug Screening Program. NADAP Administrative Specialists provide administrative support to the Fleet and the NADAP Branch Head. NADAP Administrative Specialists perform administrative functions that support NADAP programs and policy. Collectively, all functions are vital to the overall effectiveness and efficiency of NADAP programs. NADAP requires these functions to be staffed by qualified personnel who are proficient in the overall operation and management of NADAP programs and systems. The period of performance will be for a 12-month base period with four 12-month option periods. The anticipated start date for these services is 1 Oct 2006. A firm fixed price contract is anticipated. The applicable NAICS code is 541519. The proposed contract is set-aside for Service Disabled Veteran-Owned Small Businesses (SDVOSB). Only SDVOSB concerns will be considered. Numbered Note 29 applies. The solicitation will require the submission of price and technical proposals. The Navy?s evaluation of proposals will consider the offeror?s technical proposal more important than the offeror?s price proposal. The solicitation will be issued electronically and will be posted at Navy Electronic Commerce OnLine and can be found at www.neco.gov.
