Description
This is not a notice for a solicitation. This is only a Request for Information (RFI). The Government does not intend to award a contract or any type of agreement on the basis of this RFI or to otherwise pay for the information solicited under this RFI. This is NOT a request for proposal or an invitation for bid; merely a request for information. Neither draft statement of work nor a complete specification is available at this time. Any subsequent solicitation will be posted prior to its release. The U.S. Geological Survey (USGS) is interested in exploring options in creating accurate and current national land cover datasets compatible with the 2001 National Land Cover Dataset (NLCD). This dataset has evolved into a critical component of national environmental assessment efforts and the USGS is interested in insuring current datasets every five years. Specifically the organization is interested in creating three layers of national land cover data for the conterminous US: (1) a digital land cover map utilizing the NLCD 2001 land cover legend; (2) percent canopy cover; and (3) percent impervious surface. In addition, the dataset should be based on 30 meter pixels and include classification accuracy information providing that accuracy standards have been met. This will ensure that anyone using USGS land cover information has the most current data possible that is of the highest quality. The methodologies utilized should not preclude this dataset being used to identify land cover changes through comparisons with previous iterations of NLCD data. The responses to the RFI should include: (1) proposed technical methodologies; (2) discussion of scheduling issues; (3) proposed statistically rigorous accuracy assessments; (4) approximate cost information; and 5) discussion of licensing issues. Accurate and up-to-date information on NLCD's methodology are available at http://www.mrlc.gov/. This information should be consulted prior to responding to the RFI. The response format should not exceed 20 pages including figures. Company and product brochures are not acceptable as part of the response. All submitted information will be treated as proprietary. The response should be prepared using Microsoft Word. Information responding to this request should be received by February 27, 2006. There may not be any individual Government response to the information submitted.
