- NOTICE OF INTENT TO AWARD - On behalf of the U.S. Army Research Institute and in accordance with FAR subpart 6.3, the Contracting Center of Excellence intends to award a purchase order (under the simplified acquisition threshold) on a sole source bas is to Ms. Winnie Young of Alexandria, VA to update the ACF and MGIB data base. Contractor will verify and archive FY 05 VA benefit usage data for possible future updates of ARIs ACF cohort files. Process quarterly FY05-06 Army EMF and DMDC files and add re-enlistment and attrition information to the updated MGIB cohort files. Update MGIB data base. Prepare select tabulations on MGIB benefit usage. Document the files provided, including variable definitions, sources of data, methods used to select case s, and any other information pertinent to subsequent analyses.
