Description
TITLE: C/KC-130J Maintenance and Aircrew Training Systems (MATS) Additional Devices/Upgrades and Operation and Maintenance (O&M) DESCRIPTION: FA8621-06-C-6300, C/KC-130J Maintenance and Aircrew Training Systems (MATS) Program. This is a pre-solicitation synopsis. The Aeronautical System Center (ASC), Agile Combat Support Systems Wing (ACSSW), Simulator Systems Group, Training Systems (SMSG/TS) intends to award a contract on a sole source basis to Lockheed Martin Simulation, Training and Support (LM STS) to provide C/KC-130J MATS Additional Devices/Upgrades and Operation and Maintenance (O&M) of the training program. This notice of intent is not a request for competitive proposals. The proposed contract will include, 3 Weapon System Trainers (WST) (USAF C-130J WSTs and NAVAIR/USMC KC-130J WST), Fuselage Trainer (FuT) #2, Virtual Cargo Compartment (VCC) and Visual Awareness Recognition Screen (VARS) upgrades. Aircraft Interface Monitors (AIM), Part Task Trainers (PTTs), a WST linking capability upgrade, the incorporation of aircraft block modifications into all devices, and the necessary resources to operate and maintain the C-130J Training Program to include management of the Training System Support Center, Contractor Logistic Support and Aircrew Training associated with USAF and USMC devices through FY10. The government intends to award the effort pursuant to the authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1 since LM STS is the only contractor that possesses the necessary knowledge, experience and technical data required to support the system. The proposed contract action, FA8621-06-C-6300, has an initial period of performance of thirty-six months. Performance of these services is required for the Continental United States (CONUS) and Outside the Continental United States (OCONUS) operation sites. Interested offerors must submit, within 15 days from the publication date of this notice, their capability package describing the company?s technical expertise and experience, personnel and facilities, and motivation for participating in this program. An Ombudsman has been appointed to hear concerns during the proposal development phase of this acquisition. The purpose of the ombudsman is not to diminish the authority of the Program Manager or Contracting Officer, but to communicate the contractor?s concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in source selection.
