Description

This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented by additional information included in this notice. Diesel Fuel #2, High Sul (HS2), NSN 9140-01-398-1395, Line Item 697-70, Norfolk Naval Shipyard, C700 Crane Division, 23709 Portsmouth, VA ordering period: Time of award through July 31, 2010. Delivery is FOB Destination of 1,300,000 Gallons via Tank Wagon (TW), w/pump & 1 ?? Cam lock fitting into 15/1,000 gallon tanks on dock cranes, 10/250 gallon tanks on mobile cranes, 2/250 gallon generator portable, 20/50 gallon tanks, 2/10,000 gallon tanks on floater cranes. Cam lock fitting is a quick disconnect cam lock no spill coupling type. Fitting required for dock cranes and floater cranes (10,000 gallon tanks). Remaining items use standard pump handle. Truck must be fitted with both. Make and model is Kamvalok coupler 1771-D, 1-1/2?, stainless steel (or brass). Adapter for the fitting is Kamvalok Adapter 1671-AN, 1-1/2? stainless steel. Driver should report to Bldg S2 to pick up member of personnel who will ride with driver. Pump wagon must have at least a 50 psi pump to push the fuel up to the 1000 gallon dock crane tanks. Dock crane tanks are approximately 80 feet in the air and typically require 65 psi to fuel in a timely manner of approximately 15 minutes. Incoming fuel will be randomly tested to ensure quality. Solicitation SP0600-06-R-0204 is being issued as a request for proposal and constitutes the only solicitation; a written solicitation will not be issued. Solicitation SP0600-05-R-0031 as amended by Amendments 0001 through 0010 is incorporated by reference. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-06 effective October 31, 2005. The NAICS code is 424720 and the small business size standard is 500. DESC anticipates conducting discussions with offerors submitting proposals under subject solicitation, but reserves the right to make contract award based on the initial offer submitted. The provision at 52.212-1 - Instructions to Offerors?Commercial Items, applies to this acquisition. Offerors are advised to include a completed copy of 52.212-3, Offeror Representations and Certifications--Commercial Items, with their offer. Contractors who have been awarded a contract as a result of offers submitted for Solicitation SP0600-05-R-0031 may reference those completed certifications, state that the completed certifications are current, accurate and complete and agree to notify the Contracting Officer of any changes, in lieu of completing the provision 52.212-3. The provision at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The Government contemplates award of a Requirements Type, Fixed Price with Economic Price Adjustment contract resulting from this solicitation. After award, the contract price will escalate / de-escalate in accordance with Clause B19.19.100 Economic Price Adjustment (PC&S) (DESC JAN 2005) as stated in the reference package. Offer price should be based on the reference price in effect on January 17, 2006, which is: $1.7186. The reference price is the OPIS Norfolk, VA posting for Diesel Fuel #2, High Sul (HS2).
