THE RFQ/SOLICITATION PACKAGE WILL BE AVAILABLE AFTER THE CLOSING DATE OF THIS PRE-SOLICITATION NOTICE. QUOTES ARE NOT BEING SOLICITED OR ACCEPTED AT THIS TIME. CONTRACTORS SHOULD FOLLOW THE INSTRUCTIONS BELOW. The U.S. Coast Guard Aircraft Repair and Supply Center (ARSC) intends to issue a Purchase Order using Simplified Acquisition Procedures(incorporating the latest FAC, FAC 05-05) for the Repair (7) each Alternating C Motor PN#021059230005 MODIFIED To PN:021592500 NSN:6105-01-HS1-7465 and (2) each AFU Aux Roll PN:105-45-1 NSN:1680-14-370-8596 and (3) each Otbd Flap Actuator PN:21-65-2 NSN:1680-14-372-8015 and (2) each Transmitter Brake Control PN:A100-24653M1 NSN:1650-14-373-2874 and ( 3) each Bellcrank PN:106043-22 NSN:1650-14-450-9940 and (1) each Bellcrank PN:021068-05 NSN:1680-14-370-8598 and (1) each Bellcrank PN:105-34-4 NSN:1680-14-370-8617, PN:0210592500 is to be inspected and repaired IAW CMM 24-09-06 dated 08/17/92 and IAW CMM27-40-01 dated Nov/09/92 or Later Revision, incorporate Dassault Service Bulletin SBF20-726, repair PN:105-45-1 IAW CMM 27-10-05,last revision dated Jan/15/1983, repair PN:21-65-1 IAW CMM 27-80-13 last Revision date Oct/15/1982,repair PN:A100-24653M1 IAW CMM 32-40-04 dated Oct/31/1967,repair PN:106043-22 IAW CMM 27-09-05 Last Revision date Dec/01/83,repair PN:021068-05 IAW CMM 27-80-18 Latest Revision Date Jan/15/1983,repair PN:105-34-4 IAW CMM 27-30-02 dated Apr/01/1986 . ALL OEM SERVICE BULLETINS PREVIOUSLY INCORPORATED SHALL REMAIN INCORPORATED.SERVICE BULLETINS THAT UPGRADE THE COMPONENT OR IMPROVE RELIABILITY SHALL BE INCORPORATED UPON APPROVAL OF THE USCG’S CONTRATING OFFICER. If the vendor (or offeror as appropriate) proposes to use technical information (manuals, service bulletins, specifications, etc.) other than that specified in the solicitation to repair or overhaul these components, he shall provide the latest CMM, Revision Number, Service Bulletin or Amendment and a brief synopsis of the Revision and Date with his quote (proposal). All documents should be listed with basic and revision dates along with the source for this information. The OEM for all items are Cage Code F5142 is Dassault Aviation. The Coast Guard does not own nor can it obtain specifications, drawings, plans or other technical data for repair. The Statement of Work will be available as part of the Request For Quote (RFQ). Requests for specifications, drawings, etc. will be disregarded. The RFQ document, HSCG38-06-Q-100008, will be available for downloading from FedBizOps at www.eps.gov or can be obtained by faxing or E-mailing a written request to (252) 334-5427 (FAX) jalassiter@arsc.uscg.mil (e-mail address). Contractors shall be able to download, print, and E-mail the RFQ from the FedBizOps website. The RFQ/solicitation will be available for download after the closing date (Due Date or Response Date shown above) with an anticipated award date of Jan/16/2006 this date is approximate and not exact. Contractors are encouraged to register and use FedBizOps and can call Jim Lassiter, Purchasing Agent at (252) 335-6143 for assistance. The North American Industry Classification Standard (NAICS) is 336413 and the size standard is 1000 employees to classify as a small business. This is THIS IS A UNRESTICTED PROCUREMENT All responsible sources may submit a quotation which shall be considered by the agency. Sources must have valid Cage Codes and DUNs Numbers or have the ability to obtain one, also be registered in CCR (Central Contractors Registration). Quotes may be F.O.B. Origin or F.O.B. Destination(F.O.B. Destination is preferred) and will be evaluated on the basis of best value to the government considering technical acceptability, price, delivery and past performance and quality and price realism. Desired delivery 120 days after receipt of material, required delivery date is 160 days after receipt of material. Packaging instructions will be specified in the RFQ/solicitation. Delivery shall be to U.S.C.G. Aircraft Repair and Supply Center, Elizabeth City, NC 27909 Attn: Receiving and/or Quality Assurance Section.
