Description
REQUEST FOR INFORMATION UNDER FAR 10.002(b) and 15.201(e). Subject: The requirements for this firm fixed price IDIQ contract are to provide extensive realistic training for the Marine Corps, and to seek contractors capable of providing real time/ realistic training within reason of safety for the personnel, equipment, and the location. The contractor will provide a structured, safe, and sane training environment. The concept is to support the individual Marine in evaluating individual and group techniques under a realistic, real time scenario. The following is a Request for Information (RFI). This synopsis is for information and planning purposes only and does not constitute a Request for Proposals or Quotations. Responses to the RFI cannot be accepted by the Government to form a binding contract. The Government???s purpose in providing an opportunity for industry comment is to identify potential problem areas, and provide alternative recommendations in order to enhance the success of any future procurement for these services. The Government believes industry feedback is important, and is receptive to any and all ideas from industry which would result in limiting unnecessarily constraining requirements, realizing cost savings, or highlighting potential technical or contractual problem areas associated with the initiative. Any comments provided should not be viewed as a vehicle for presenting a specific approach or product intended to be proposed, but as an opportunity to improve an eventual solicitation package. Comments are solicited regarding the following: 1. The Regional Contracting Office-SW is considering a firm, fixed-price, Indefinite Delivery, Indefinite Quantity supply contract consisting of one base year and four option years. The yearly estimated quantities are between 30 and 40 training sessions per year. 2. Selection will be made on a ???Best Value??? basis, price and other factors considered (i.e. technical capability, past performance, experience, & price). 3. Draft statement of work . This RFI includes a draft statement of work. Review by and input from potential sources is requested to screen the draft statement of work for accuracy, comprehensiveness, and clarity and to identify aspects of the draft statement of work that would unnecessarily restrict competition or raise costs or discourage contractor innovation. Comment is requested on whether quality requirements are significant cost drivers so the Government can consider whether they are worth the extra cost. Comments, whether supportive or critical, are earnestly solicited regarding every aspect of the proposed initiative. Replies are not mandatory. Replies will be separated from, and have no bearing on subsequent evaluation of proposals submitted in response to any resulting request for proposals or quotations. The use of comments received from industry to complete final statements of work and resulting solicitation documents will be at the sole discretion of the Regional Contracting Office-SW. Eligibility in participating in future acquisition does not depend upon a response to this RFI. The Government will not critique a potential offeror???s comments and the Government does not intend to pay for the information solicited and will not recognize any costs associated with submission of the RFI. Proprietary information is not being solicited. Information considered proprietary, if any, should be identified as such. Box 1609 Oceanside, CA 92571-1609 or by email at arlene.siegel@usmc.mil DRAFT STATEMENT OF WORK: This contract will support Marine Corps Base Camp Pendleton, Marine Corps Air Station Miramar, Marine Corps Air Station, Yuma, Az., Marine Corps Logistics Base Barstow, Ca., Marine Corps Air Ground Combat Center Twenty-nine Palms, Ca., and Marine Corps Recruit Depot San Diego, Ca. Other Marine Corps activities may be included in this contract by identifying unique requirements through contract modifications without affecting pricing on this contract. Contract period and option years. During the term of this contract, the Contractor shall perform the services described below in accordance with the terms and conditions set forth within the Performance Work Statement for a period of one (1) year and (4) option years. There will be a minimum of 30 training sessions each year. The following shall be required: Contractor shall coordinate a training schedule with requiring command/unit. Training may consist of the following but will not be limited to: -Simulated weapons (Machine gun, RPG, M16, Pistols) -Pyrotechnics (Special effects; i.e. explosions, fires, Vehicle Born Improvised Explosive Devices (VBIED), Improvised Explosive devices (IED) -Role players (Actors; men, women, and children capable of acting/speaking any particular venue as needed) -Video taping (Taping in shoot house, ???Battle ground???, Vehicle mounted) -Vehicles (Drivers, models, duplications, stunt) -Special effects make-up (Wounds ranging from minor cuts to sucking chest wounds, decapitation to dismemberment) -Simulated gunfire, rocket blasts and explosions -Battlefield construction (Simulated town, house, Market Street, any venue that shall be required and varying sizes and shapes. Contractor shall be flexible on training venue requirements. Contractor shall adjust to any particular venue i.e. overseas environment of a third world country to the United States) - Fog (Battle field fog conditions) - Physical sight and sound; Ambiance of required training venue. -Simulated convoy attacks -Simulated nuclear/biological/chemical attacks or scenarios. -Basic Visit Board Search and Seize VBSS. Basic mock up of interior shipboard structure to work on scope of work for VBSS training Contractor shall have a large scale shoot house (10,000 sq ft or more) capable of handling at least two or three man teams of thirteen in one shoot house at a particular time. This shall be done without infringement of mission requirements. Shoot house shall be designed to coordinate with unit/command requirements: house with modern, or specific venue location features, amenities, i.e., furniture, drapes, TV, radio, sink, beds, etc. Contractor shall be able to accommodate up to four hundred personnel to include vehicles and equipment for at least a week at a time on a large open field, parking lot, etc. Accommodations shall only include restrooms amenities and water. Contractor shall have onsite security at all times while unit/command is onsite. Contractor shall be capable of mobilization. Being able to change from one training location to another or dual capabilities as needed in multiple locations. This includes vehicles, articles required for training, personnel, and building materials etc. Contractor shall provide training packages and a detail breakdown of those packages. Example: Medical packages that consist of airlift transport, simulated battlefield wounds, dismemberment or a basic package that can have other items later added. Sixty days prior to training, the Government will submit to the contractor, their specific requirements for training. The contractor will then provide the Government a script outlining each day???s events. Video tapes will become the property of the U. S. Government at the conclusion of training.
