Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS (http://www.fedbizopps.gov/) and NECO (http://www.neco.navy.mil/). The RFQ number is N00140-06-Q-0024. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-08 and DFARS Change Notice DCN 20051220. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dars/dfars/index.htm. The NAICS code is 424920 and the Small Business Standard is 100 employees. This is a competitive, unrestricted action. The FISC Norfolk Contracting Department, Philadelphia Office requests responses from qualified sources capable of providing print and electronic subscription services for one calendar year from date of award plus two (2) option years for selected journals to be sent to the Stitt Medical Library located at the National Naval Medical Center in Bethesda, Maryland. As part of the requirement, the library requires the ability to register, track, access and search all of the electronic and print journals in one central, consolidated database. For Electronic journals: a) ability to activate links so they can be accessed; b) ability to re-activate links if needed; and c) full text access; d) PDF: 100%. For Print Journals: a) on time delivery of issues: 100%; and b) claiming by vendor to publisher for non-delivery processed within 24 hours and delivery of claimed issue within 7 days. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors ? Commercial Items; 52.212-3 ALT I, Offeror Representations and Certifications ? Commercial Items; 52.212-4, Contract Terms and Conditions ? Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items (b) (1), (13), (19), (20), and (31); and 52.216-2, Economic Price Adjustment ? Standard Supplies. Quoters are reminded to include a completed copy of 52.212-3 ALT I with quotes. All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications ? Commercial Items; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; and 252.204-7004A, Required Central Contractor Registration. (Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/.) 52.212-2, Evaluation - Commercial Items is applicable to this procurement. A competitive award will be made to the responsible firm with the lowest price, technically acceptable quote. Each quote at a minimum must meet the technical specifications to be technically acceptable, including the ability to provide ALL of the required journals, not just a portion of the required list. Quoters wishing to price the option years using an alternative method must specify the pricing method used in the quote submission.
