Description
NOTE: IF A SOFTWARE SOLUTION IS AVAILABLE THROUGH THE DEPARTMENT OF DEFENSE (DOD) ENTERPRISE SOFTWARE INITIATIVE (ESI), THAT WILL BE THE CHOSEN SOLUTION FOR THIS REQUIREMENT. IF NOT AVAILABLE THROUGH DOD ESI, THE FIRST PREFERENCE IS THROUGH THE USE OF A GOVERNMENT WIDE AGENCY CONTRACT (GWAC), SUCH AS A GSA SCHEDULE. THE LEAST PREFERRED METHOD FOR FILLING THIS REQUIREMENT IS THROUGH AN "OPEN MARKET" PROCUREMENT. TECHNICAL SPECIFICATIONS DOCUMENT HUMAN RESOURCE MANAGEMENT SYSTEM DEFENSE ACQUISITION UNIVERSITY A. BACKGROUND 1. The Defense Acquisition University (DAU) provides mandatory, assignment-specific and continuing education courses for military and civilian acquisition personnel. As the DoD corporate university for acquisition education, the DAU sponsors curriculum and instructor training to provide a full range of basic, intermediate, advanced, and assignment-specific courses to support the career goals and professional development of the Acquisition Workforce. The mission of DAU is to provide practitioner training and services to enable the Acquisition, Technology, and Logistics community to make smart business decisions and deliver timely and affordable capabilities to the warfighter. The Department of Defense?s Acquisition, Technology, and Logistics (AT&L) workforce currently consists of over 134,000 Department of Army, Department of Navy, Department of Air Force and Defense agency professionals serving in 12 acquisition, technology, and logistics career fields. B. SCOPE. The Contractor shall provide a best of breed Human Resource Management System (HRMS) software solution that is web enabled, easily administered by DAU personnel, easy for users (managers and employees) to access and understand, provides flexible reporting capability and superior functionality. The Contractor will provide on-going technical support of its product and all future upgrades to its software. C. SPECIFICATIONS. 1) A Commercial Off the Shelf (COTS) Human Resource Management System: a) Estimated Users: i) Estimate 600-700 active employee records (civilian/military/non-DAU federal/contractor) ii) Manager/HR/PRM users 60 iii) Power Users 3 -4 b) Web based secure architecture which will enable access to all DAU Administrators, Employees and Managers c) Able to receive automated data feeds from legacy system and provide seamless link to DAU Data Warehouse d) Applicant Tracking/Match jobs with competencies e) Position based system specifically designed to cover both employee and position data and requirements f) Position Control linked with Budgeting g) Position Management with Organizational Charting h) Flexible field construction which allows for ?non-IT? administrators the ability to change (rename, hide, change menu items) to align with government personnel language and acronyms i) Easy intuitive navigation capability for users j) Able to maintain unlimited historical data which is retrievable both by employee and by position. k) Performance Reviews, Training & Development, Gaps Analysis (linking Individual Development Plans with training) and competencies l) Certification Tracking m) DAU-defined Wizards and Workflow to automate HR tasks, e.g. recruitment activities from vacancy identification to on-board date n) Low Total Cost of Ownership through ease of deployment and use o) Powerful comprehensive Reporting and Analysis capability p) Secure environment with the ability to quickly set/change ?roles? and applicable authority levels D. DELIVERABLES ? 1) Load and test operability of the product software on DAU servers 30 - 45 days from contract award. Estimated to be 30 April 2006 2) Implement full HRMS functionality as defined in Spec 1 above and timing as determined by the DAU project managers. E. OPTIONS? Four option years for annual product maintenance and support.
