- This is a sole source procurement in accordance with FAR 13.106(b) for consulting services to the Bureau of Reclamation (BOR) of the United States Department of the Interior (DOI) in regards to quantifying economic impacts and trade-offs of a Comprehensive Milk River Water Right Settlement (Comprehensive Settlement). Reclamation and the Federal Negotiating Team needs to determine the economic impacts and trade-offs of various settlement options consistent with: 1) the current Reserved Water Rights Compact between the two tribes of the Fort Belknap Indian Reservation (FBIR); 2.) Water Claims and Settlement Options for the Blackfeet Indian Reservation; 3) the Rehabilitation of the St. Marys Canal and related water storage and delivery facility and; 4) the State of Montana. This is to be completed using an economic model developed by the sole source contractor who has proprietary rights to said model. Any change in the current model would require acceptance by the State of Montana, and the Fort Belknap Indian Community. The timely nature of this acquisition requires it to meet the 2006 fall deadline, precluding any alternative economic models to be proposed and approved. This Comprehensive Settlement agreement is to be presented to the Congress of the United States for ratification.
