Description: The original notice is modified to reflect the following three changes under CONTRACT PROCEDURES: (1) After second sentence, add 'Non-Pricing considerations will be significantly more important than price considerations in the selection process'.; (2) Sentence starting Management and Technical Capabilities...after the first sub factor Execution Strategy add '(how an offeror will manage personnel records, reqard employees with a merbsed incentive plan)', (3) Before the sentence starting 'Request f or Proposal will...to this notice', insert 'The Non-pricing factors taken together shall be significantly more important than the Pricing Factor in the evaluation and selection process'.
