Description
The purpose of this modification is to republish the original announcement, with updates, pursuant to FAR 35.016(c). The update is: update the Technical POC/Program Manager. Previous modifications are incorporated into this republishing. No other changes have been made. AFRL/IFEA is soliciting proposals for Fusion Testing and Evaluation. AFRL/IFEA is particularly interested in testing and evaluating fusion applications such as the Targets Under Trees Information Fusion System (TUT-IFS) program and the Fusion for Effects-Based Operations (FEBO) program. Specifically, this effort will involve maintaining and enhancing a fusion test bed to support the development, test and evaluation, and transition of fusion technologies. The effort will involve planning, performing, and documenting testing for fusion applications developed by AFRL and other organizations. The effort will require test planning, developing or acquiring suitable test data, scenarios, metrics, and algorithms, performing testing, reporting results, providing recommendations, and maintaining the fusion test bed. Deliverable items may include software test plans and procedures, and software test reports. If any software or data is developed for data or scenarios, it must include requirements and design documentation and code listings. The Government prefers that all documentation and software have unlimited data rights. THIS ANNOUNCEMENT CONSTITUTES THE ENTIRE SOLICITATION. No additional information is available, nor will a formal request for proposal or other solicitation regarding this notice be issued. Offerors are required to submit five (5) copies of a thirty (30) page (maximum) technical proposal and a cost proposal (no page limitation) with a cover letter. Pages in excess of the maximum will not be reviewed or evaluated. The technical proposal will be formatted as follows: Section A: Title, Period of Performance, Cost of Task, Name of Company; Section B: Task Objective; Section C: Technical Summary, Section D: Technical Description and Statement of Work (SOW), describing the effort?s scope, the specific tasks to be performed and their associated schedules and relationship to the technical topic. Offerors must mark their proposals with the restrictive language stated in FAR 15.609(a). All proposals shall be double spaced with a font no smaller than 12 pitch. Offerors must mark their submissions with the restrictive language stated in FAR 15.609(a). In addition, respondents are requested to provide their Commercial and Government Entity (CAGE) number, a fax number, and an e-mail address with their submission. All proposals must be addressed to ATTN: Mr. Daniel Ferens, AFRL/IFEA, 525 Brooks Road, Rome, NY, 13441-4505, and reference BAA-03-13-IFKA. This BAA is open and effective until 31 Oct 2006. It is recommended that proposals be received by 1 August 2003 to maximize the possibility of award. The cost of preparing proposals in response to this announcement is not considered an allowable direct charge to any resulting contract or any other contract, but may be an allowable expense to the normal bid and proposal indirect cost specified in FAR 31.205-18. Proposals will be evaluated based on the following criteria: (1) Overall Scientific and Technical Merit, including familiarity with fusion technologies and software testing issues. (2) Related Experience: the extent to which the offeror demonstrates technology and domain knowledge, (3) Extent to which existing capabilities and standards for software development and fusion testing are leveraged and (4) Cost reasonableness and realism. Also, consideration will be given to other factors such as past and present performance on recent Government contracts, and the capacity and capability to achieve the objectives of this BAA. Individual proposal evaluations will be based on acceptability or unacceptability without regard to proposals submitted under this BAA. Proposals submitted will be evaluated as they are received. All responsible organizations may submit a proposal which shall be considered. Awards of efforts as a result of this BAA will be in the form of contracts, grants, cooperative agreements, or other transactions depending upon the nature of the work proposed. Options are discouraged and unpriced options will not be considered for award. The expected funding profile for this Master BAA is: FY03: $5,954; FY04: $316,000; FY05: $360,000; FY 06: $518,046. Total funding for this BAA is anticipated to be $1,200,000. Depending on the work to be performed, the offeror may require a SECRET or TOP SECRET/SCI facility clearance and safeguarding capability. The organization and personnel for this effort must have appropriate clearances at the time of contract award, and must have acceptable procedures for storing and handling classified information up to the TOP SECRET/SCI level. Data subject to export control constraints may be involved and only firms on the Certified Contractor Access List (CCAL) will be allowed access to such data. Foreign participation at the prime contractor level is prohibited. The Air Force Research Laboratory's Information Directorate has contracted for various business and staff support services, some of which require contractors to obtain administrative access to proprietary information submitted by other contractors. Administrative access is defined as handling or having physical control over information for the sole purpose of accomplishing the administrative functions specified in this contract or order, which do not require the review, reading, or comprehension of the content of the information on the part of non-technical professionals assigned to accomplish the specified administrative tasks. AFRL/IF utilizes contractors for technical assistance. These contractors have signed general non-disclosure agreements and organizational conflict of interest statements. The required administrative access will be granted to non-technical professionals. Examples of the administrative tasks performed include: a. Assembling and organizing information for R&D case files; b. Accessing library files for use by government personnel; and c. Handling and administration of proposals, contracts, contract funding and queries. Any objection to administrative access must be in writing to the contracting officer and shall include a detailed statement of the basis for the objection. Prospective offerors are advised that only Contracting Officers are legally authorized to commit the Government. No informational briefings are planned. All questions prior to the submission of a technical and cost proposal, including inquiries regarding white papers should be addressed to the technical POC. This BAA is open and effective until 31 October 2006.
