Description
The Bureau of Prisons is seeking quotes from sources having the ability to provide community based outpatient substance abuse treatment services within Columbus, Ohio, defined as follows: no further East than Route 33/Drexel Avenue; no further South than Route 104, no further West than Route 71; and no further North than Route 670 and accessible to a local public bus transportation route, within two blocks, that provides direct service to Columbus local routes for the drug abuse treatment services for male and female Federal offenders held under the authority of various United States Statutes. Performance period under this contract will be for a one year base period to begin on May 1, 2006 with four (4) one year option periods, with services ending (if all options years are renewed) on April 30, 2011. The services required for this contract include: Base Year, Option Year One, Option Year Two, Option Year Three and Option Year Four, respectively. Base Year: Estimated Number of Inmates 35: Intake Assessments (one per inmate) for 35 inmates = 35 assessments; Individual Counseling Sessions (30 minutes = 1 session) 12 sessions per 35 inmates = 420 sessions; Group Counseling Sessions (30 minutes = 1 session) 60 sessions per 35 inmates = 2,100 sessions; Psychiatric Health Intake Assessment and Report (one Assessment and Report per inmate = 2 Assessments and Reports; Medication Monitoring 2 units per inmate for 2 inmate = 4 units; Option Year 1: Estimated Number of Inmates 37: Intake Assessments (one per inmate) for 37 inmates = 37 assessments; Individual Counseling Sessions (30 minutes = 1 session) 12 sessions per 37 inmates = 444 sessions; Group Counseling Sessions (30 minutes = 1 session) 60 sessions per 37 inmates = 2,220 sessions; Psychiatric Health Intake Assessment and Report (one Assessment and Report per inmate = 2 Assessments and Reports; Medication Monitoring 2 units per inmate for 2 inmate = 4 units; Option Year 2: Estimated Number of Inmates 39: Intake Assessments (one per inmate) for 39 inmates = 39 assessments; Individual Counseling Sessions (30 minutes = 1 session) 12 sessions per 39 inmates = 468 sessions; Group Counseling Sessions (30 minutes = 1 session) 60 sessions per 39 inmates = 2,340 sessions; Psychiatric Health Intake Assessment and Report (one Assessment and Report per inmate = 2 Assessments and Reports; Medication Monitoring 2 units per inmate for 2 inmate = 4 units; Option Year 3: Estimated Number of Inmates 41: Intake Assessments (one per inmate) for 41 inmates = 41 assessments; Individual Counseling Sessions (30 minutes = 1 session) 12 sessions per 41 inmates = 492 sessions; Group Counseling Sessions (30 minutes = 1 session) 60 sessions per 41 inmates = 2,460 sessions; Psychiatric Health Intake Assessment and Report (one Assessment and Report per inmate = 2 Assessments and Reports; Medication Monitoring 2 units per inmate for 2 inmate = 4 units; Option Year 4: Estimated Number of Inmates 43: Intake Assessments (one per inmate) for 43 inmates = 43 assessments; Individual Counseling Sessions (30 minutes = 1 session) 12 sessions per 43 inmates = 516 sessions; Group Counseling Sessions (30 minutes = 1 session) 60 sessions per 43 inmates = 2,580 sessions; Psychiatric Health Intake Assessment and Report (one Assessment and Report per inmate = 2 Assessments and Reports; Medication Monitoring 2 units per inmate for 2 inmate = 4 units; The services described shall be in accordance with the Federal bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated December 2005, Northeast Region. The request for quotation will be available on or after February 27, 2006 and will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the quotation document will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The estimated closing date is on or about March 28, 2006. Faith-Based and Community-Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. All responsible sources may submit a quote which will be considered by this Agency.
