Description
The National Institutes of Health, National Institute on Aging, intends to award a sole-source fixed-price Purchase Order to Dr. Jennifer R. Harris of Silver Spring, Maryland. This service is commercially available. 1. The contractor shall formulate research plans for the development and expansion of the genetic portfolio, including but shall not be limited to the following: Shall formulate research plans for the integration of complex statistical and genetic methods. Shall formulate research plans to translate hypotheses into research designs. Shall formulate research plans to advise and consult in the planning of genetic epidemiological studies. Shall formulate research plans to evaluate and consult on research projects in genetic epidemiology. 2. The contractor shall have knowledge (approximately eighteen (18) years of experience) in the rapidly expanding field of genetic epidemiology and longitudinal methodology, and a multi-disciplinary background with specialized training in genetics. The contractor?s additional attributes shall include but shall not be limited to the following: Shall be highly knowledgeable of Behavioral Social Research (BSR?s) research portfolio. Shall be familiar with federal mandates on human subjects and other topics. Shall be familiar with the functioning of an extramural office, generally with the specifics of National Institutes on Aging (NIA?s) extramural programs and processes. 3. The contractor shall identify promising new areas of research at the cutting-edge of the rapidly expanding areas of scientific inquiry, to include working on trans-NIH committees and initiatives on genetic epidemiology that are of relevance to BSR. 4. The contractor shall translate ideas into program activities that will build BSR?s portfolio in genetic epidemiology to include, but shall not be limited to the following: Development of program interest through representation of BSR/NIA at professional meetings and conferences, and through identification as a contact person at NIA for the Individual Behavioral Processes and the Population and Social Processes branches. Development of research summaries related to areas of focus, including writing material to be included in the NIA/BSR Sourcebook. Writing of program announcements for the development of directions in genetics that are congruent with the objectives of BSR. Development of research portfolios within BSR on the ethical, legal, social, and economic implications of human genetic and genomic research. Attendance and participation in pertinent NIH meetings, including planning retreats, Council-related meetings, and funding meetings. Organize and conduct workshops identifying and overseeing the initiation of required PSCs that outline deliverables for invited participants. Coordinate with the Institute of Medicine (IOM) to establish research directions, and involve potential researchers to develop studies using the National Academies of Science (NAS)/National Research Council (NRC) veterans twin registry. 5. The contractor shall submit a monthly report describing activities undertaken on behalf of BSR and including progress/problems on assigned task. 6. The contractor shall provide program-related work, including but shall not be limited to the following: Interaction with grant applicants, review of applications for relevance to BSR, and participate in NIA Genetics Working Group. Trans-NIH activities, including Trans-NIH Committee on Genetics, Behavior, and Social Sciences. Mentoring to new Health Scientist Administrator (HSAs)/research analysts in the area of behavioral genetics, and other program-related work performed. 7. The contractor shall attend conferences to represent BSR and inform BSR about implications. 8. The contractor shall organize workshops, chair teleconferences and workshops, and supervise work of BSR contractor to include, but shall not be limited to the following: Editing meeting summaries. Writing memos for BSR with recommended policy for BSR grantees based on workshop discussions. 9. The contractor shall advise on BSR Program directions in Biodemography. 10. The contractor shall read six approximately (6) papers submitted to BSR by leading biodemographers, write short paper responding to or developing their suggestions from viewpoint of genetics, and if appropriate, commission and review additional short paper. 11. The government will provide relevant technical and administrative documents necessary for completion of award. 12. The government will provide access to computerized data systems as necessary. 13. The government will provide access to library materials ( including the ability to borrow library materials) and research resources. 14. The performance period shall be from February 1, 2006 through September 30, 2006. It is the Government?s belief that the above requirements can only be met by Dr. Jennifer R. Harris. This is not a formal solicitation, however business concerns that respond to this notice must furnish concise responses directed specifically to the requirements mentioned above. Business concerns demonstrating the capability to accomplish the requirements shall supply pertinent information in the form of curriculum vitae in sufficient detail to demonstrate their ability to perform. Information furnished shall include enough material to perform a proper evaluation of each item listed above. Respondents will not be notified of the evaluation results.
