Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation HSCG80-06-Q-3FAA88 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-08. The NAICS code is 336611 with a small business size standard of 1000 employees. This is a small business set-aside. Commercial contractor to conduct Scanning Crawler Automated Test for ship hull corrosion inspection onboard USCGC Jefferson Island (WPB-1340) that is to be dry-docked at Portsmouth, VA. The REQUIREMENTS are as follows: (a) Provide a qualified crew to operate all side scan equipment (b) Provide an ASNT Level III Analyst. The level III must be on site during the entire scanning process and review all DATA. All proof-ups must be completed by an ASNT Level II Analyst. All scanning must be completed by a certified automated scanner with a proven history and certificate of qualifications. (c) Must complete the scan within 10 calendar days starting on or about . (d) Provide a daily update to MLCLANT?s designated representative on all areas inspected and potential issues or schedule changes. (e) Notify the MLCA representative 3 days prior to completion for an onsite review of readings and repair areas. (f) Hand held UT reading must be taken to verify bad metal areas found with the side scan equipment. All readings must be provided to the CG representative and the lowest reading must be marked on the hull at the bad metal location. Readings must be completed by a Level II ASNT Analyst. (g) Any Scanning Parameter or Scope of work changes must be signed off by the designated MLCA representative. (h) During the scanning process the contractor will not cause any work stoppages or delays, if any delays or work stoppages are caused by scanning contractor, he will be solely responsible for associated costs. SCANNING PARAMETERS: The following Parameters will be used during the course of this inspection: (a) Scanning resolution will be set to (.5x .5) the echo to echo transducer is not authorized due to inconsistent readings and technical difficulties. (b) Plates B, H, I, K, L, J, N, O, P, Q, T, U, Y, Z, A-A, D-D, F-F, G-G, L-L, M-M, N-N, P-P, Q-Q, R-R2, R-R1, U-U, Y-Y, Z-Z, V-V scan data indicating wastage greater than or equal to 15% nominal plate thickness will be highlighted in RED and designated a repair area. (c) Plates B, H, I, K, L, J, N, O, P, Q, T, U, Y, Z, A-A, D-D, F-F, G-G, L-L, M-M, N-N, P-P, Q-Q, R-R2, R-R1, U-U, Y-Y, Z-Z, V-V, A-D2. scan data indicating wastage greater than or equal to 10% to 14% of nominal plate thickness will be highlighted in YELLOW. (d) Plates B, H, I, K, L, J, N, O, P, Q, T, U, Y, Z, A-A, D-D, F-F, G-G, L-L, M-M, N-N, P-P, Q-Q, R-R2, R-R1, U-U, Y-Y, Z-Z, V-V scan data indicating wastage less than 10% of nominal plate thickness will be highlighted in GREEN. (e) Plates A-H, R-S, A-F, B-B, I-I, A-G, A-E, A-D, A-J, A-I, V, A-D3, A-D4, A-D5 scan data indicating wastage greater than or equal to 25% nominal plate thickness will be highlighted in RED and designated a repair area. (f) Plates A-H, R-S, A-F, B-B, I-I, A-G, A-E, A-D, A-J, A-I, V scan data indicating wastage greater than or equal to 15% to 24% of nominal plate thickness will be highlighted in YELLOW. (g) Plates A-H, R-S, A-F, B-B, I-I, A-G, A-E, A-D, A-J, A-I, V scan data indicating wastage less than 14% of nominal plate thickness will be highlighted in GREEN. (h) There will be no deviation from the color scheme. (i) The inspection area is defined as the Port, Starboard, and Transom exterior shell plate below the water line but shall EXCLUDE: (a)Areas under and within 6-inches of blocks and side blocks. (Areas that are accessible, 6 inches from blocks and side blocks, must be hand scanned. (b) Areas up to 6-inches around any obstacle on the hull including sea suctions, discharges, rudderposts, knuckle, bow stem, stabilizer tubes, and stern tubes. (c) Inverted curve area below the Spray Rail. (d)Any areas blocked by immovable scaffolding or shipyard activity. (e)Stainless Steel Inserts. (f)Areas that are accessible but cannot be scanned by scanning equipment will be hand-scanned. (g)Any Repair areas found during the hand scan will be marked on the ships hull and their approximate positions will be recorded on the plate drawings and report summary. USCG SUPPLIED ITEMS: (a) Shell Plate Expansion drawing that provides plate numbers. thickness, and location on hull. (b) Two circuits of 15 amps 120 volts single phase within 50 ft of vessel. (c) .5GPM of fresh water within 50 ft of vessel with hose adapter fitting. (d) Approved scaffolding or man lift to bring inspection personnel within 1ft of all inspection areas that are 5ft above ground level. (e) Surface prep shell plate with an ultra high-pressure water spray or grit blast to bare metal and primer skim coat (3 to 5 mil) to prevent flash rust, interior hull plating preservation coating will not be removed for the purpose of completing side scan . (f) A Coast Guard representative will be on sight during the entire process to witness initial setup, review reports, provide technical date for the contractor and attend all meetings. REPORTS: Provide final report within 14 working days after the inspection is completed. (a) A copy of all repair areas must be summarized and clearly marked on the hull with white or yellow marking paint and submitted to the CG representative prior to departing job site. (b) Two hard copies of the report with two CD?s containing the electronic (raw) data. Reports shall include: Inspection overview: 1-2 data sheets per plate depending on plate size Mosaic of scanned data overlaid on the Shell Plate Expansion Drawing Provide digital photos of all designated repair areas. All designated repair areas be blocked in a blue outline on the data sheets. CD?s will contain a complete copy of the report, interactive data files, and digital pictures. All electronic files are compatible with standard USCG workstation operating software. Electronic files format must be such that the CG has the capability to change the percent of wastage (format conditioning) per plate. Electronic files may be opened using MS Word, Ms Excel, PDF software. Digital picture are recorded in JPEG format.
