Description
The U. S. Coast Guard intends to solicit, negotiate, and award Basic Ordering Agreements (BOA?s) to firms that have the ability to respond to oil and hazardous substance spills in the Coast Guard Pacific Area. The Pacific Area consists of the 11th Coast Guard District (California, Nevada, Utah, and Arizona); the 13th District (Washington, Oregon, Idaho, and Montana); the 14th District (Hawaii, American Samoa, Guam, and the Commonwealth of the Northern Marianas Islands); and the 17th District (Alaska). It is contemplated that BOA?s will be awarded to firms that have an Operations Center in the District for which they are applying. Firms having Operations Centers in more than one District may be awarded a BOA covering two or more Districts. Firms that do not have an Operations Center in any Pacific Area District may still be awarded a BOA if it is in the Coast Guard?s best interest to do so. Normally the Operations Center must have the personnel, materials, and equipment to contain, cleanup, and/or mitigate the harmful effects of oil and hazardous substance spills on or in waters subjects to the jurisdiction of the United States, as well as the bottoms and adjoining shorelines of such waters. Miscellaneous incidental services may include disposal of oil and hazardous substances, helicopter over-flights and lifts, trucking and hauling, and diving and salvage and the services of consultants. It is anticipated that multiple awards of BOA?s will be made to responsible offerors submitting acceptable offers in response to the solicitation. Awards may be made to both large and small businesses. Current Pacific Area BOA contractors do not need to respond to this synopsis. The solicitation will be issued via the Electronic Posting System at: www.fbo.gov under VENDOR, DHS-DR, United States Coast Guard, Commander (fcp) USCG Maintenance and Logistics Command Pacific ? Alameda, CA. Telephone, written, and E-mail requests for hard copies of the solicitation package will not be accepted. The solicitation must be extracted from the Electronic Posting System web site.
