- The Naval Surface Warfare Center Carderock Division intends to negotiate a sole source procurement with Ship Design USA, Inc. The contractor shall provide support to develop a SEA 05 Human Capital Strategic Plan for Ship Design Managers. The contractor is uniquely suited to provide subject matter expertise in this area due to the company?s extensive expertise in ship design, ship design management and career development of ship design management personnel for naval ship design and engineering. Only one responsible source and no other supplies or services will satisfy the agency requirements under the authority of FAR 6.302.1. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
