Description

This is a notice of intent to negotiate with Brashear LP, 615 Epsilon Drive, Pittsburgh, PA 15238, on an other than full and open competition basis to purchase one (1) Digital Control System with Internal ACM and one(1) cinetheodolite DCS Controller Modification Kit. This is not a request for competitive proposals. The Government intends to negotiate on a sole source basis with Brashear because the company is the original manufacturer of all cinetheodolites, as well as the KTM tracking mounts, currently used by the Atlantic Test Range (ATR). They are the only known company that has successfully integrated a digital controller unit to the cinetheodolite, and have demonstrated it to work properly with the current system, thus meeting the Government?s minimum requirements. Installation is to take place at the Naval Air Warfare Center Aircraft Division, ATR facility, Patuxent River, Maryland. Award of a Firm Fixed Price (FFP) purchase order is anticipated on or before 13 FEB 2006, with an estimated delivery date of 15 MAY 2006. All responsible sources may submit a capabilities statement which shall be considered by the agency for an equal item. Inquiries/responses to this notice must be made within fifteen (15) days after this notice is posted electronically, and should include company name, point of contact, address, area code and telephone number, fax number, email address and company literature sufficient to make an adequate technical assessment. Consideration of responses is solely within the discretion of the Government, generally for the purpose of determining whether to conduct a competitive procurement. The government will not pay for any technical information received.
