- The Naval Air Systems Command (NAVAIRSYSCOM) PMA-234 is responsible for the EA-6B aircraft. The Navy intends to contract for the upgrade of existing hydraulic flight control actuators to a newer configuration and acquire newly manufactured hydraulic flight control actuators. The contractor will be responsible for modifying all P/N 19614 and 19615 actuator caps received by upgrading from UN (unified inch screw thread, constant-pitch series) to UNJ threads (unified inch screw thread, constant-pitch series with rounded root radius of 0.15011P to 0.18042P), re-designating the part numbers as specified by the Government, and shipping all caps back to the Government for incorporation into actuator upgrade kits. In total, 306 Government-furnished fitting assemblies will be re-worked and 306 Government-furnished barrel end caps will be re-worked. Additionally, the Contractor will provide 40 newly manufactured fitting assemblies and 40 newly manufactured end caps. The vendor will also manufacture the new configuration actuator barrel assemblies from raw stock/extrusion with UNJ threads at both ends, designate these with part numbers specified by the Government, and deliver these to the Government for incorporation into actuator upgrade kits. In total, the Government requires 346 newly manufactured barrel assemblies (171 Left Hand and 175 Right Hand). NAVAIR intends to award this requirement on a Firm Fixed Price, sole source basis to Moog Aircraft Group Inc., Salt Lake Operations, 2268 South 3270 West, Salt Lake City, UT 84119-1112. As the Original Equipment Manufacturer, Moog is the only known source with the necessary tooling and proprietary knowledge and data, including component drawings and manufacturing documents, to enable the Navy to complete this effort in a cost effective and timely manner. Delivery will be F.O.B. Destination. The SIC Code for this requirement will be 3728 (Aircraft Parts and Auxiliary Equipment, NEC), the NAICS code will be 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing), the FSC code will be 1680 (Miscellaneous Aircraft Accessories Components), and the small business size standard is 1000. All other responsible sources may submit a brief one-page statement demonstrating their capability to perform this requirement.
